Research On Quality And Safety Risk Management Of Construction Project

In recent years, a number of factors such as increasing scale of construction projects, rising amount of investment and increasing complexity of technology have promoted the consideration of risk in construction project.At the same time, the importance of risk management and engineering insurance are gradually realized and accepted by people. Therefore, it is an urgent and practical research project to establish a pattern of operable construction projects risk management and engineering insurance based on current Chinese construction practice and international convention.In this paper, theories such as risk and risk management are researched based on current Chinese construction and risk management and insurance practice. The problems, such as moral hazard and information asymmetry, which are consisted in the primary participators of construction project market, are analysed by the game theory in order to design the reasonable engineering insurance market. At the same time, the practical risk management and insurace model is proposed which is on the basis of research of Shanghai Urban Construction & Communications to develop it The principle of model is "to take insurace to an action, to safeguard to an action , to control to an action, to restrain to an action". The model aims to set up a model which is assessment mechanism, management mechanism, insurance mechanism and security mechanism all rolled into one by the action of the engagement of insurance corporation. The innovation point of the model is that the assessment and management units are led to manage the risk exsited on the project and the rate of quality and safety insurance premium may fluctuate with the situation of the individual enterprise.The paper pays attention to the combination of theory and practice, and takes practice as the base of theory. It innovates on theory, and at the same time put emphasis on solving problems in practice. Some opinions and suggestions are provided in this paper on the basis of the analyses of the theory, current status and the practice of construction project risk management and engineering insurance. More comprehensive discussion is required to improve and promote the application of construction project risk management and engineering insurance in our country.
