Justice Sharing:Rooting The Conflict Of Regional Social And Ecological Interests Mechanism

In order to reduce and eliminate the occurrence of ecological interest conflicts caused by the development and utilization of regional social and ecological resources in China,eliminate ecological crises,and better protect the ecological environment of regional space,this article takes ecological interest subjects and their behavioral manifestations as the research object,and focuses on the manifestations of regional social and ecological interest conflicts in China.Based on the original data collected through on-site investigations in four counties of G and H provinces,this article is based on the facts,Taking the social Conflict theories as the analytical framework,and using the multi case analysis method,this paper conducts an empirical study on the subject conditions,objective logic,object basis,and key issues such as the construction of the ecological interest coordination protocol,ecological interest sharing relationship,and the justice theory of regional social ecological interest sharing in China.Research has found that:(1)local governments,rural communities,jurisdictional enterprises,and community residents are the main ecological profit-making entities in regional society.Other social entities,such as social welfare organizations,have participated in ecological environment governance work but have not sought their own interests.The different roles and identities of ecological profit-making subjects,the different logic of ecological profit-making,the different demands for ecological interests,and the different game methods used are the main causes of regional social and ecological interest conflicts.The governance of ecological interest conflicts through shared justice must consider the subject conditions of regional social and ecological interest conflicts.(2)The real causes of the escalation of regional social and ecological interest conflicts are the emergence of opposing patterns of regional social and ecological interests,the perception of members of ecological profit-making entities towards their own ecological interests being damaged,and the failure of ecological profit-making parties to provide appropriate economic compensation for ecological interests being damaged.Using shared justice to root out ecological interest conflicts should follow the objective logic of regional social and ecological interest conflicts.(3)The conflicts of ecological interests in regional society are concentrated in the development and utilization of water resources,mineral resources,landscape resources,and land resources.The superior government and the ecological profit-making entities in regional society should jointly root out the ecological conflicts of interests in regional society based on the characteristics of the ecological conflicts caused by the development of these four types of ecological resources.To root out ecological interest conflicts through shared justice,it is necessary to understand the types of ecological resource development that trigger regional social and ecological interest conflicts.(4)To use shared justice to root out regional social and ecological interest conflicts,it is necessary to clarify the coordination objects of ecological interests,determine the coordination content of ecological interests,select the coordination areas of ecological interests,and establish the coordination principles of ecological interests;It is necessary to unify the concept of ecological interest coordination,establish an ecological interest community,promote the efficient operation of the ecological interest community,and adopt appropriate measures to ensure ecological interest coordination.(5)To root out ecological interest conflicts through shared justice,it is necessary to formulate regulations for regional social coordination of ecological interest conflicts and implement specific coordinated actions.(6)To prevent ecological interest conflicts and root out ecological interest conflicts,it is necessary to construct a just and fundamental structure for sharing ecological interests.To practice ecological benefit sharing justice in regional society,it is necessary to establish a mechanism for sharing ecological resources in regional society,create an ecological benefit sharing mechanism,and construct an ecological benefit compensation mechanism.At the same time,we should allocate ecological benefits according to the principles of demand and entitlement,adjust and share ecological benefits and assume ecological responsibilities,establish a just order for ecological benefit sharing,and construct a root cause network for ecological interest conflicts.This study not only has the theoretical value of adding benefit sharing governance content to the public ecological resource governance theory,adding new fields of social conflict research and new ways of solving social conflicts to the social Conflict theories,but also has practical significance for protecting the ecological environment,promoting the construction of ecological civilization,reducing the occurrence of ecological conflict events,and providing more high-quality ecological products for citizens.
