A Study Of CPC Construction On The Eco-Environmental Security Barrier Of Xizang In The New Era(2012-2022)

The Communist Party of China（CPC）attaches great importance to the construction of ecological security barrier in Xizang.In 2009,The State Council approved the Plan for Protection and Building of Ecological Security Barrier in Xizang（2008-2030）,and the CPC officially launched the construction of Xizang’s ecological security barrier.In 2010,the Fifth Symposium on Work in Xizang identified Xizang as an important ecological security barrier in China.The CPC has made unprecedented efforts to strengthen Xizang’s ecological security barrier,which incorporated"Prioritize eco-environmental protection"into CPC Policies on the Governance of Xizang in the new era.Since the 18^thCPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to protect the eco-environment in Xizang,by building the ecological security barrier,protecting the main ecosystems and introducing the key ecosystem barrier project.Over the past decade,Xizang’s ecosystem function has been stable and positive,and Xizang’s ecological environment quality is still one of the cleanest regions on earth.To stronger Xizang’s eco-environmental security barrier is related to the vital interests of the people in Xizang,the stable development of the southwest frontier,the national security of China,and the survival and development of the Chinese nation.At the same time,it will also lay a solid foundation for the construction of ecological highland in China,Asia and even the whole world.Guided by Marxist theory,this paper comprehensively uses a variety of research methods to conduct a historical investigation on the construction of Xizang’s ecological security barrier by the CPC in the past ten years in the new era,and conducts a systematic,comprehensive and comprehensive research on the new situation,new tasks and new requirements of Xizang’s ecological environment.This paper attempts to clarify the theoretical and realistic basis of CPC construction on Xizang’s ecological security barrier,sort out its historical process and the specific practical content of the new era,summarize its brilliant achievements and experience,analyze its shortcomings,and then put forward suggestions for improvement,so as to provide reference for the future construction of Xizang’s ecological security barrier.This paper falls into six chapters.Chapter One is the introduction.After reviewing the domestic research status on the path of building Xizang’s ecological security barrier,the process of Xizang’s ecological environmental protection,environmental protection experience and other related topics,the theme of this paper is clarified.In the process of combing the relevant research materials,the trends of academic circles are cleared,so as to further establish the direction of this paper.Fully drawing on previous research results can also effectively avoid the shortcomings of existing research.Through combing and reviewing the existing research,it finally established a study of construction of Xizang’s ecological security barrier from the perspective of the CPC.Chapter Two is the theoretical and practical basis of the CPC construction on Xizang’s ecological security barrier.In theory,this paper expounds the ecological thoughts of the classical writers of Marx and Engels,the Chinese Communists,and draws lessons from the traditional Chinese ecological concept and the beneficial ecological thoughts abroad,so as to provide theoretical support for the study of CPC construction of Xizang’s ecological security barrier.In reality,starting from the importance of the strategic position of Xizang’s ecological security,the vulnerability of Xizang’s civilization.The practical basis for the construction of Xizang’s ecological security barrier is discussed,and the importance and urgency of the construction of Xizang’s ecological security barrier is highlighted.Chapter Three is the historical evolution of CPC construction of Xizang’s ecological security barrier.This chapter mainly reviews the CPC’s specific practice of ecological environmental protection and construction from the peaceful liberation of Xizang in 1951 until the 18th National Congress of the CPC.Based on the implementation of national ecological policies in the Xizang Autonomous Region,the construction of Xizang’s ecological security barrier is divided into three stages.From the initial stage of Xizang’s ecological environment construction to the reform and exploration stage of Xizang’s ecological security construction,and then to the formal establishment and development stage of Xizang’s ecological security barrier.This paper analyzes and summarizes the specific policies,rules and regulations issued by the Party Committee and Government of the Xizang’s autonomous region.As well as how to concretely carry out the construction of the ecological security barrier.Xizang’sChapter Four is the practice of the CPC in constructing an all-round ecological security barrier in Xizang in the new era.This chapter is the core and key of the thesis.By combing the evolution of the CPC’s construction of Xizang’s ecological security barrier,it provides a research basis for the following achievements,experience,problems and countermeasures.Specifically,this chapter mainly explores the CPC’s construction of the ecological security barrier system,the practice of protecting the main natural ecosystems,the concrete practice of the environmental governance,and the key ecological projects carried out in Xizang.Chapter Five is the effectiveness and experience of the construction of ecological security barrier in Xizang by the CPC.Based on the analysis of the practice of constructing Xizang’s ecological security barrier,it summarizes the achievements made in the construction of Xizang’s ecological safety barrier:consolidating the ecological security system,stabilizing the ecological system,improving the overall environmental quality,and promoting the harmonious coexistence of man and nature in Xizang.On the basis of summarizing the achievements,the experience of Xizang’s ecological security barrier construction is extracted,which points out the direction for building an important national ecological security barrier and creating a national ecological civilization highland in future.Chapter Six is the problems and countermeasures in the construction of Xizang’s ecological security barrier by the CPC.On the basis of combing and analyzing the practice of the CPC in constructing the ecological security barrier in Xizang,it lists the existing problems,such as the need to improve the dynamic supervision ability of the ecological security barrier system,the insufficient participation of the public in ecological construction,and the relative lag of rural ecological environment construction in Xizang.At the same time,suggestions for improvement are given.It is necessary to improve the dynamic supervision ability of the ecological security barrier system,to guide the public to participate in ecological protection in depth,and to complete the governance ability of rural ecological environment construction in Xizang.In a word,under the leadership of the CPC,the ecosystem of the region is stable through the construction of Xizang’s ecological security barrier.Xizang is still one of the regions with the best ecological environmental quality in the world,which is of great significance to the construction of ecological Xizang and beautiful Xizang.It has also created a"Xizang example"for China’s ecological environment protection and ecological civilization construction.It is an outstanding example of the CPC in protecting the ecological environment in ecologically fragile areas.In-depth exploration of the construction path of the CPC’s ecological security barrier in Xizang,summing up experience and improving deficiencies,in order to benefit the stable development of the border areas.
