County Practice Of Xi Jinping’s Thoughts On Ecological Civilization

Practice is the source of theory,and Xi Jinping’s thoughts on ecological civilization are derived from the practice and continue to enrich and improve the scientific theoretical system in practice.Based on this,and according to the research idea of "practice-knowledge-re-practice-re-knowledge",the main body of the thesis is divided into three parts: "Summary of Xi Jinping’s Thoughts on Ecological Civilization,Linshu’s practice and its basic Experience of Linshu Practice of Xi Jinping’s Thoughts on Ecological Civilization".The understanding of Xi Jinping’s thoughts on ecological civilization itself is explained from three aspects: theoretical logic,historical logic and practical logic on the formation and development of Xi Jinping’s thoughts on ecological civilization.From the theoretical origin,Xi Jinping’s thoughts on ecological civilization are not only an inheritance and development of Marx’s and Engels’ ecological thought but also a summary and sublimation of the results of the theoretical exploration of ecological civilization construction with Chinese characteristics.From the formation of history,Xi Jinping thought on ecological civilization has gone through a budding stage,a development stage and a perfection stage,and is moving towards a national practice stage in continuous development and perfection.From the scientific connotation,Xi Jinping thought on ecological civilization is a theoretical system including the harmonious coexistence of man and nature,green water and green mountains are golden mountains,a good ecological environment is the most popular welfare of people’s livelihood,mountains,water,forests,fields,lakes and grasses are a community of life,protecting the ecological environment with the strictest system and the strictest rule of law,and working together for the construction of global ecological civilization.In terms of the possibility of county practice,counties are the basic carrier for practicing Xi Jinping’s thoughts of ecological civilization.The possibility of county practice is demonstrated by the relatively well-established institutional mechanism from the central top-level design to local county practice.By exploring the practice of Xi Jinping’s ecological civilization thoughts in counties with Linshu County as an example,the role of the institutional mechanism from the central top-level design to local county practice is demonstrated.Xi Jinping thought on ecological civilization is a scientific and macroscopic theoretical system,and the theoretical brilliance of Xi Jinping thought on Ecological Civilization also needs to be shown through the practice of ecological civilization construction.Previous studies on ecological civilization construction practices have focused more on the successful cases on the list of ecological civilization construction demonstration zones and "two mountains" practice innovation bases,which are very necessary.However,to build a modern and beautiful socialist power,we also need to study the counties that are not on the above list.Linshu County,on the other hand,is neither in the above list nor is it an integrated,industry-driven county.The purpose of using Linshu County as a case study of Xi Jinping’s ecological civilization thoughts in county practice is to show the current situation of Xi Jinping’s ecological civilization thoughts in practice in such counties and present a full picture of Xi Jinping’s ecological civilization thoughts in practice in grassroots counties.This is the process of Xi Jinping’s thoughts on ecological civilization in practice again and the process that includes both achievements and shortcomings of Xi Jinping’s thoughts on ecological civilization in practice in Linshu.The achievements of Xi Jinping’s thoughts on ecological civilization in Linshu centered on the concept of "green water and green mountains are golden mountains",the strictest system and the strictest rule of law to protect the ecological environment,and the construction of beautiful villages.Specifically,the achievements of Linshu’s practice include: under the leadership of the Linshu County Committee,Linshu County has led the development of eco-industries such as eco-agriculture,eco-industry and eco-tourism with the principle that "green water and green mountains are golden mountains";Linshu County has strengthened comprehensive management,protected the ecological environment with the system and the rule of law,and brought into play the role of financial protection to improve the quality of the ecological environment;as a county with a vast rural hinterland,Linshu County has coordinated urban and rural development and promoted the construction of beautiful villages with urban and rural development,with the Zhu Village model of beautiful village construction being the most worthy of promotion and reference.The achievements of Xi Jinping’s ecological civilization thoughts in Linshu are accompanied by the emergence of problems.Based on the idea of "problem-analysis-problem-solution",the problems in the practice of Xi Jinping’s ecological civilization thoughts in Linshu mainly include the low effectiveness of ecological system management,an insufficient supply of beautiful ecological environment,and low participation of the county people in ecological environment management.Then an analysis of the causes of these problems shows that Linshu County has an imperfect environmental governance system and a lack of governance capacity,that the long-term nature of county governance is not synchronized with the ecological demands of the people,and that there is insufficient internal and external motivation for the county’s people to participate in ecological and environmental governance.The purpose of analyzing problems is to solve them.Finally,in the countermeasure thinking of guiding Linshu’s practice with Xi Jinping thought on ecological civilization,it is proposed that we should adhere to Xi Jinping thought on ecological civilization as a guide,carry out ecological environmental protection with system thinking,highlight the leading role of system planning,and improve the responsibilities of coordinating management agencies in practice;reflect the responsibility of county leaders and cadres by increasing the investment of energy-saving and environmental protection funds and strengthening The environment is the people’s livelihood and prioritize solving outstanding environmental problems in the people’s livelihood;improve the enthusiasm of the people’s participation by establishing and improving the internal motivation mechanism for mass ecological civilization education and improving the external motivation mechanism for mass participation in ecological civilization construction.By studying the achievements and problems of Xi Jinping’s ecological civilization thoughts in practice in Linshu,we can provide countermeasures for thinking about the construction of ecological civilization in Linshu County.However,the ultimate purpose of the study is to use Linshu County as an example to draw lessons from the experience of other counties in the country that have similar county conditions to practice Xi Jinping’s thoughts on ecological civilization,which is the content of the research idea of re-understanding Xi Jinping’s thoughts on ecological civilization,that is,the counties should lead the construction of ecological civilization with the new development concept in the unity of the leadership of the county committee,the main body of the county people and the escort of the system of the rule of law;make use of the local conditions to explore the advantages of the county development based on the resource endowment;insist on the county as a whole,establish the "ecological civilization as a county",and integrate the construction of ecological civilization into the general situation of the county development.
