With human society continuously progressing,risks are always in front.Safety accidents in coal mine production,as a kind of important risks,have been widely concerned by the government,the public and the media.The "fourteenth Five-year plan" puts forward that China’s coal mine development strategy is to build safe,efficient and intelligent mines,and puts forward specific requirements for coal mine safety production.In recent years,the government and in production safety emergency management for coal enterprises to do a lot of work,but as a result of our country,more than 95% of the coal mine belongs to underground mining,the coal resources storage condition is complicated,coal mine gas explosion accident and coal dust explosion,mine flood,fire,etc.,and with the gradual increase of mining depth in the production of accident probability also increases,in addition,China’s coal mine safety production infrastructure and conditions are relatively weak.Along with the rapid development of economy,the coal mine production safety accident situation is still grim,all kinds of production accidents,in production safety emergency management there are still some deep-seated contradictions and problems have not been fundamentally solved,coal mine safety production is still in the stage fragile,climbing,camp period,safety accident directly to the coal enterprises are of great economic losses and casualties.At present,due to the normalization of COVID-19 prevention and control,the demand for coal is increasing,and the pressure of coal mine safety production is increasing.It is particularly important to improve the emergency capacity of coal mine safety production,and the emergency management of coal mine safety production is gradually being paid attention to by governments and administrative departments at all levels.Xi stressed that “People and life are Paramount”,work safety must be given top priority and the concept of safe development must be kept in mind.The fifth Plenary Session of the 19 th CPC Central Committee in 2020 proposed to coordinate development and security;At a national teleconference on work safety in2021,Li stressed that work safety must not be relaxed.Based on the above background,the thesis focuses on the topic of dynamic emergency capacity of coal mine safety production.Based on the perspective of knowledge flow management,a series of problems of dynamic emergency capacity are discussed in depth,in order to promote the continuous improvement of emergency management level of coal mine safety production.Firstly,the thesis analyzes the research status of emergency management,dynamic capability,knowledge flow management and coal mine emergency management at home and abroad,and conducts in-depth research on the accident cause theory,dynamic capability theory,emergency management theory and knowledge management theory.It provides theory and method for more scientific study of knowledge flow and emergency dynamic capability and evaluation of emergency dynamic capability in coal mine safety production.In this thesis,the basic framework of coal mine safety production emergency management system composed of five subsystems is constructed.The content and function of five subsystems are described in detail,and it is pointed out that the function of each subsystem is inseparable from the role of knowledge flow.On this basis,the coal mine safety production emergency management knowledge system is constructed.The evolution and function of coal mine safety production emergency management system based on knowledge flow are analyzed in detail.According to the internal and external environment of emergency changes to emergency knowledge flow management,emergency dynamic ability to promote "the theory of logic,the research of coal mine emergency forming mechanism of dynamic capabilities and reveals the knowledge flow and the coal mine emergency relationship mechanism of dynamic capabilities,and analyzes the mechanism,constructs the dynamic capability of coal mine based on the knowledge flow,three layer structure model.On the basis of the established a series of corresponding research assumptions,for the purpose of the empirical analysis,data through the questionnaires survey,using SPSS software for data reliability analysis,and then using the method of structural equation model to research hypothesis test,by using the method of quantitative analysis proves that the knowledge flow hypothesis on the relationship between the dynamic capability is established.Therefore,in constructing evaluation index system of coal mine emergency dynamic capability when considering the influence of knowledge flow and function,apply to build the evaluation index system for A coal mine emergency dynamic capability is evaluated,through the D-S evidence theory method for data fusion,to determine the index weight,index method based on cloud model using the qualitative and quantitative transformation,Establish A comprehensive evaluation model to evaluate the emergency dynamic capacity of A coal mine.Finally,corresponding improvement suggestions are given for the problem of insufficient emergency dynamic capacity in A coal mine,so as to improve the emergency dynamic capacity of coal enterprises.The research contributions and innovations of this thesis are mainly reflected in the following three aspects:First,a three-layer structure model of coal mine emergency dynamic capacity is constructed.Through the study of knowledge flow management and emergency dynamic capability theory,knowledge flow management is integrated into the formation process of coal mine emergency dynamic capability,and it is considered that the formation of coal mine emergency dynamic capability is the result of three levels of capacity: Emergency management ability,knowledge transformation and the promotion of the dynamic application ability of ability and knowledge flow.Second,the formation mechanism of emergency dynamic capacity of coal mine safety production is revealed.Based on the analysis of coal mine emergency management system,the dynamic power of system evolution is analyzed from the perspective of knowledge flow,and the formation mechanism of dynamic capability is explored.It is pointed out that when the external conditions change,the coal mine emergency management system will form an effective operation mode through the management of emergency knowledge flow,continuously improve the dynamic capacity of coal mine emergency,and ensure that the system spontaneously forms a higher level.The structural equation model is used to test the proposed hypothesis,which provides empirical support for the specific application of knowledge flow management to improve the coal mine emergency dynamic capacity,and then provides a new breakthrough point for the theoretical study of emergency management.Thirdly,it enriches the dynamic capacity evaluation model of coal mine safety production emergency.According to the coal mine production safety emergency formation mechanism of dynamic capabilities,from forecasting warning,resource integration,coordination and treatment of four aspects of design of coal mine emergency rescue dynamic capability evaluation index system,and in a level 3 evaluation index considering the influence of knowledge flow and function,the study of coal mine emergency management capability perspective from past handled "static" into "dynamic adaptation".
