Optimization Of Ecological Governance Performance Evaluation System Of Local Government

Local government’s ecological governance performance evaluation refers to the scientific,objective and reasonable assessment and evaluation of the local government and its officials carried out by different evaluation action subjects in the ecological governance process.In reality,effective evaluation of local government’s ecological governance performance is an inevitable requirement for implementing the concept of green development,an objective requirement for continuously optimizing the governance performance indicator system,as well as a realistic requirement for promoting the institutionalization of responsibility for ecological performance.Under the guidance of Xi Jinping Thought on Ecological Civilization,the local government’s ecological governance performance evaluation fully absorbs the reasonable core of government performance evaluation and overall governance theory,providing strong support for promoting the modernization of ecological governance.This paper attempts to explain the internal structure and operation mechanism of local government’s ecological governance performance appraisal system by applying the analytical dimension of “system-value-subject-technology” and the research methods such as combining normative research with empirical research and combining qualitative research with quantitative research.First of all,the paper focuses on the theoretical orientation,practical function and practice form of local government’s ecological governance performance evaluation system.Secondly,the structure,function and target requirements of value orientation of local government’s ecological governance performance evaluation are analyzed.Thirdly,the leadership of the Party is the political guarantee of ecological governance performance evaluation,the government,the public,and third-party organizations are the key subjects of ecological governance performance evaluation,and different subjects participate in ecological governance performance evaluation by virtue of their own characteristics and advantages.In this regard,the role and characteristics played by local Party committees,governments and their departments,the public and third-party organizations in ecological governance performance evaluation are emphatically analyzed.On this basis,the evaluation index and evaluation method are brought into the technical dimension of ecological management performance evaluation to systematically build a local government ecological governance performance evaluation index system covering two major modules(resource utilization and environmental governance)as well as five dimensions(including resource utilization,green living,development quality,waste treatment,and environmental response),with a total of 29 specific indicators,ensuring the applicability and scientificity of index system construction.Finally,the DEA-Malmquist index model is used to measure the dynamic change process of ecological governance performance in 29 provinces and cities,and then the influencing factors of ecological governance performance are deeply analyzed.The research findings are as follows: firstly,ecological governance performance evaluation is a system engineering in which multiple factors such as system,value,subject and technology are interrelated and interact with each other.Secondly,at the level of local government,there are still some problems that can not be ignored,such as value deviation,subject limitation,technology lag,and systematic limits.Thirdly,the key to optimizing and improving the local government’s ecological governance performance evaluation system is to thoroughly implement Xi Jinping Thought on Ecological Civilization and make continuous efforts in four aspects,including enhancing the guidance of evaluation value,promoting the ability of evaluation subjects,optimizing the evaluation technology,and improving the evaluation system.
