The report of the 20 th National Congress of the Communist Party of China points out that we should build a unified national market and deepen market-oriented reform.However,due to the scarcity of investment opportunities and land resources,in order to achieve economic growth,governments will use land monopoly rights to intervene in the industrial allocation of urban land,which not only restricts the free flow of the land,but also expands the industrial dispersion of urban land allocation,leading to a significant structural mismatch in the supply of urban land resources in China.In addition,under China’s special decentralization system,the government will compete to imitate the land allocation patterns and strategies of spatially connected cities in order to win in economic growth competition and relative performance.As a result,the mismatch behavior of urban land supply structures tends to converge,resulting in the interaction of urban land supply structure mismatch strategies.Therefore,in order to reduce the strategic interaction of urban land supply structure mismatch,it is necessary to clarify its internal formation mechanism.In addition,some scholars have pointed out that factor mismatch is an important reason for increasing urban carbon emissions and hindering the improvement of carbon emission efficiency.As an important production factor,the effective and reasonable allocation of urban land resources is a key driving force for achieving coordinated development of economic growth and green and low-carbon transformation.Therefore,how the interaction of land supply structure mismatch strategies affects urban carbon emission efficiency has become one of the practical issues that need to be addressed urgently.The solution to the above issues is of important value for strengthening the refined collaborative management of the land supply structure between cities and achieving "carbon reduction and economic promotion".In this paper,the urban land supply structure mismatch mismatch strategy as the research object,not only the overall analysis of the degree of mismatch in time and space,and the interaction,on the analysis of the urban land supply structure of the interaction mechanism and the mechanism of carbon emission efficiency,and using the spatial econometric model,panel fixed effect model,the GMM and the generalized space two stages,the main research conclusions are as follows.(1)The degree of mismatch in urban land supply structure presents a strategic interaction and the mismatch in urban land supply structure will be affected by the spatially related urban.During the period,the mismatch degree of urban land supply structure has been declining,with the mismatch of land supply structure being lower in developed cities in the east,while the mismatch of urban land supply structure in the northeast,west,and central regions is higher.During the period,the mismatch of urban land supply structure was in a high level of homogenization and agglomeration in space and showed strong regional spatial network connectivity characteristics,indicating that the mismatch of urban land supply structure would be affected by the mismatch of spatially related urban land supply structure.(2)There is significant strategic interaction between urban land supply structure mismatch and land use mismatch in different industries.From the perspective of strategic interaction patterns,there is a "top to top competition" type of strategic interaction pattern in urban land supply structure mismatch and land use mismatch in different industries.From the perspective of strategic interaction intensity,geographical proximity plays a greater role in the interaction of urban land supply structure mismatch strategies,residential land mismatch strategies,and commercial service industry land mismatch strategies,while similar economic development levels play a greater role in the interaction of urban industrial land mismatch strategies.At the same time,there is a significant provincial boundary effect in this strategic interaction,namely,the mismatch of urban land supply structure and the mismatch of land use strategies in different industries are more sensitive to neighboring cities in the same province.(3)Competition for attracting investment,fiscal and tax competition,floor area ratio regulation,and environmental regulation enforcement intensity competition are the formation reasons for the strategic interaction of urban land supply structure mismatch.Among them,fiscal and tax competition and floor area ratio regulation enforcement intensity competition are the reasons for the interaction between residential land mismatch strategies and commercial service industry land mismatch strategies,while investment attraction competition and environmental regulation enforcement intensity competition are the reasons for the interaction between industrial land mismatch strategies,and this impact also has a significant provincial effect.In cities with high land marketization,market potential and network,competition for attracting investment,tax competition,floor area ratio regulation,and environmental regulation enforcement intensity competition have a small positive impact on the interaction of urban land supply structure mismatch strategies;From the perspective of industries,competition for attracting investment and enforcement intensity of environmental regulations have a small positive impact on the interaction of urban industrial land mismatch strategies,while fiscal and tax competition and enforcement intensity of floor area ratio regulations have a small positive impact on the interaction of residential land mismatch strategies and commercial service industry land mismatch strategies.(4)The mismatch of land supply structure and the interaction of land use mismatch strategies among different industries have both hindered the improvement of urban carbon emission efficiency,and the negative impact of the interaction of mismatch strategies between industrial land,residential land,and commercial and service land on urban carbon emission efficiency has gradually decreased.At the same time,the negative impact of urban land supply structure mismatch and land use mismatch strategy interaction among different industries on carbon emission efficiency has a provincial effect.The mechanism test shows that the mismatch of land supply structure and the interaction of land use mismatch strategies among different industries significantly inhibit the improvement of urban carbon emission efficiency through the decentralization of urban spatial structure and overcapacity effects.Moreover,in cities with high land marketization,market potential,and network connectivity,the negative impact of land supply structure mismatch and land use mismatch strategy interaction among different industries on urban carbon emission efficiency through urban spatial structure decentralization and overcapacity effects is relatively small.The innovation of this paper lies in,(1)The mismatch of residential land,commercial service land mismatch and industrial land mismatch is incorporated into the same research framework,the concept connotation of urban land supply structure mismatch is obtained,and on this basis,the concept connotation and existence of the interaction of urban land supply structure mismatch strategy are analyzed.(2)From the perspective of fiscal and tax competition,investment competition,floor area ratio regulation and environmental regulation implementation intensity competition,the formation mechanism of urban land supply structure mismatch strategy interaction is analyzed.(3)From the perspective of urban spatial structure decentralization and overcapacity,we explore the mechanism of land supply structure mismatch strategy interaction on the carbon emission efficiency in cities.
