Abstract/Summary:
Earthquakes impair residents’ quality of life,and thus affect the stability and development of cities.Improving urban seismic resilience contributes to enhancing the city’s ability to resist,cope with,and recover from earthquakes,ensuring the residents’ quality of life under earthquakes.A reasonable and feasible quantitative approach for resilience assessment assists scholars in exploring the mechanisms of resilience and enables decision makers to understand the current situation and formulate enhancement strategies.However,existing studies suffer several limitations in lacking a complete theoretical framework and an effective tool for measuring city performance,oversimplifying simulation models,and few practical applications.Motivated by these gaps,this study develops a quantitative approach for urban seismic resilience assessment,to support cities in earthquake response.Firstly,this study identifies the management objectives,evaluation objects,evaluation principles,and evaluation processes through literature research and semi-structured interviews.A theoretical framework that focuses on maintaining residents’ quality of life under earthquakes is constructed.Secondly,this study constructs a set of indicators for residents’ quality of life under earthquakes through literature research and field research.These indicators are validated by the Delphi method and provide a tool for measuring city performance.Thirdly,the impact mechanism of urban system components on city performance is explored by literature research,field research,and semi-structured interviews.A hybrid modeling-based model for assessing urban seismic resilience is constructed by integrating topological network models,system dynamics models,and geographic information models.Finally,a case study is conducted in M city of Sichuan Province,China.The proposed quantitative assessment approach,including the framework,the indicators,and the simulation model,is applied in the case city based on different earthquake scenarios.The results validate the feasibility and effectiveness of the proposed approach.The framework proposed in this study clearly defines the management goals for maintaining the residents’ quality of life,identifies key evaluation objects,clarifies the relationship between the resilience concept and city performance,and provides a solid theoretical basis for the proposed approach.The indicators can measure city performance from the demand side,reflect changes in the importance of residents’ needs and urban components in the temporal dimension,and highlight the “people-centric” principle in resilience management.The simulation model can integrate physical elements and social institutions and provide an effective tool for predicting the evolution of city performance.The proposed approach can be implemented in practical cases and provide specific suggestions for urban managers to enhance resilience.
