The world today is undergoing a major transformation unseen in a century,where various new and old issues collide in different fields,with particularly acute contradictions undercurrents in the ocean.The concept of ocean governance not only relates to a nation ’ s strategic maritime layout but also affects the sustainable development of global marine resources.The concept of ocean governance reflects the understanding,attitude,and value orientation of the governing entities towards the ocean.Research on the transformation of ocean governance concepts essentially grasps how these concepts have developed by studying their transformation process,thereby understanding their developmental laws.This paper,guided by historical materialism and employing historical analysis,comparative analysis,and logical analysis methods,conducts an in-depth study of the transformation of ocean governance concepts from the perspective of management philosophy and discusses its implications for China.The paper first defines the concepts of ocean governance and concept transformation,outlines the purpose and significance of the study,as well as reflections on the concept of ocean governance.Subsequently,the paper traces back to the maritime governance practices of the Netherlands,the United Kingdom,and the United States in different historical periods,analyzing the evolution of their maritime governance concepts and their main ideological sources.On this basis,the paper thoroughly analyzes the transformation process of ocean governance concepts from“subjectivity” to “intersubjectivity,”“interest subjects” to “governing subjects,”and “free competition” to “equal sharing,” exploring the external drivers,content,practical actions,and rational scrutiny of these transformations.In the philosophical reflection part of the ocean governance concept transformation,the paper mainly analyzes the internal laws,evolutionary paths,existing problems,and development trends of the concept transformation,proposing some innovative views and suggestions such as the “expected utility model.” The paper argues that the transformation of ocean governance concepts is a complex historical process,with its internal laws determined by the understanding,attitude,and value orientation of the governing entities towards the ocean,its evolutionary path influenced by the external environment and internal demands faced by the governing entities,its existing problems caused by the difficulties and challenges encountered in practice,and its development trends guided by the future expectations and visions of the governing entities.Finally,the paper mainly explores how to draw on the world’s ocean governance experience to construct a new ocean governance concept that fits China’ s national conditions and the requirements of the times,proposing the idea of pursuing the construction of a maritime national community.The paper believes that China,as a major maritime country with vast seas and rich resources,should establish a correct view of the ocean,participate in international ocean governance,and act as an active advocate to promote the construction of a human community with a shared future.
