Research On The High-quality Development Of China’s Rural Collective Economy

After the Reform and Opening Up,the Household Contract Responsibility System has greatly mobilized the enthusiasm of farmers in production,but how to adapt to the market economy has not been well solved.At present,the main contradiction of our society has been transformed into the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.In rural areas,as an important carrier of “unification”,the problem of unbalance and insufficient development of Rural Collective Economy(RCE)is getting more and more attention.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has made a series of discussion on Rural Revitalization,High-Quality Development of rural economy,integration of urban and rural areas,and “the Issues of Agriculture,Rural Areas and Residents”.Furthermore,the significance of paying attention to the development of the RCE,marketization of rural factors,perfecting the property rights system,promoting large-scale operation,and developing three dimensional and large-scale agriculture has been repeatedly stressed.Since 2018,the CPC Central Committee has stressed that the RCE should adapt to the market economy to promote its continuous growth;In 2019,the Fourth Plenary Session of the 19 th CPC Central Committee stressed the need to “build a better perfect market-oriented allocation system and mechanism of factors”,and accelerate the development of RCE to promote the development of agricultural and rural modernization and rural comprehensive revitalization;In 2021,the “the 14 th Five-Year Plan” puts forward new requirements for the distribution of collective income of rural collective economy,the “separation of three rights” of homestead,and the market entry system of collective operating construction land.It can be seen that the development of China’s RCE is to constantly adapt to the market mechanism and find ways to continuously unlock its potential.Furthermore,since the 19 th National Congress of the Communist Party of China first proposed “High-Quality Development of economy”,a large number of academic researches on High-Quality Development of economy have sprung up,mainly focusing on industrial economy,regional economy and provincial economy,while the research on High-Quality Development of RCE is relatively insufficient.However,the Rural Revitalization Strategy is not only to complete the task of poverty alleviation,but also to promote the overall High-Quality Development of rural areas.Although the current RCE has not fully played its due role in the socialist market economy with Chinese characteristics,it is the inevitable course of adapting to the growing trend of market development and stepping on the road of High-Quality Development.Therefore,clarifying the core connotation of China’s RCE and gradually promote the development of RCE under the restriction of market mechanism,especially focusing on exploring the High-Quality Development of China’s RCE has important theoretical and practical significance for Promoting Rural Revitalization and urban-rural integration.This paper takes the High-Quality Development of China’s RCE as the research object,and carries out the research according to the clue of “clear connotation → theoretical analysis → status analysis → level measurement → influencing factors → conclusions and suggestions”.The research contents mainly include: the connotation,influence factors,mechanisms,current situation,main problems,evaluation system,empirical analysis,conclusions,and suggestions of High-Quality Development of RCE in China.This paper consists of eight chapters.Chapter 1 is the introduction,which mainly introduces the proposal of the problem,research significance,research ideas,research methods,basic framework,main innovations,and shortcomings of this paper.Chapter 2 is literature review,which analyzes the relevant research from domestic and foreign perspectives.Chapter 3 is the theoretical basis and basic concepts,which defines the concepts of RCE and High-Quality Development of RCE in China and explains them from two aspects of connotation and extension.Chapter 4: the mechanism analysis,which constructs the theoretical model of High-Quality Development of RCE in China,and analyzes the influencing factors and mechanism of the High-Quality Development of RCE in China.Chapter 5 analyzes the current situation of High-Quality Development of RCE in China.Chapter 6 measures the High-Quality Development level of RCE in China by using MATLAB software and Vertical and Horizontal Scatter Degree method(VHSD)and analyzes the time trend of High-Quality Development level of RCE from the perspective of the whole country,4 regions and 30 provinces.Chapter 7 is the empirical analysis of influencing factors,through the use of Stata software and the panel quantile regression model to analyze the five major influencing factors(ten explanatory variables)on China’s overall and 4 regional RCE High-Quality Development.Chapter 8 is the conclusion and suggestions.From the perspective of influencing factors and mechanism operation,it puts forward the suggestions to improve the High-Quality Development of China’s RCE.Through the research of the above chapters,the main conclusions are as follows:(1)The High-Quality Development of China’s RCE has a characteristic logic system:institution(rules),technology(production function)and resources(production factors)are the three most important factors.The mechanism is: clear property rights→marketization of factors→moderate scale→modernization.The four mechanism elements can promote the High-Quality Development of RCE and the multi-direction directly.(2)The HighQuality Development level of China’s RCE fluctuated and increased on the whole country but unbalanced on the different regions.And the differences among provinces were large.The number of high-level and medium high-level provinces increased,while the number of medium low-level and low-level provinces decreased.The time trend of each sub-item level is different.(3)The factors influencing the High-Quality Development of RCE have distinct regional characteristics.In different years and quantile levels,the High-Quality Development level of China’s RCE presents different states.The direction and degree of influence factors on the High-Quality Development of RCE in different regions are different.The main innovations are as follows:(1)It is the first time to bring the High-Quality Development of China’s RCE into the research scope of High-Quality Development of China’s economy,define the connotation and study the influencing factors and mechanism of High-Quality Development of China’s RCE,which not only enrich and broaden the theoretical institution of High-Quality Development of economy,but also form its own logic system and research system.(2)This paper builds the logical system of High-Quality Development of China’s RCE from unique perspective,including the building of theory model,analyzing the five factors,and building the “property→ marketization→ scale→modernization” mechanism running system.(3)This paper constructs a relatively complete index evaluation system of High-Quality Development level of China’s RCE by collecting the panel data of 31 indicators of 30 provinces(cities,districts)from 2004 to 2018 and makes a detailed analysis from the national,regional,and provincial perspectives.The 31 indicators correspond to the mechanism operation system of “property→marketization→scale→ modernization”.Compared with Entropy Method,Entropy TOPSIS and other methods,the vertical and horizontal method used in this paper is more suitable for the panel data.The panel quantile regression model can better reflect the influence of different factors on the early stage,middle stage,and late stage of the High-Quality Development of RCE in different degrees and directions,which has a guiding role in the judgment of the conclusion and suggestions.
