Research On The Influence Of Digital Economy On The High-Quality Development Of Urban Economy

In recent years,China’s macroeconomic development has shown the following characteristics: First,the digital economy has developed rapidly.With the continuous innovation and breakthrough of digital technologies such as cloud computing,big data analysis,artificial intelligence and blockchain,the socio-economic form has rapidly evolved from the era of consumer Internet to the era of industrial Internet,which has brought opportunities and challenges to China’s economic development.Second,highquality economic development has become the main theme of the time.Since the reform and opening up,China has achieved great achievements in building a well-off society in an all-round way under the background of rapid growth in the past 40 years.However,while the economic aggregate is constantly rising,China is facing challenges at home and abroad.It is unsustainable to pursue the development model of economic quantity alone,and it has become the general trend to promote the transformation of the economic development model from quantitative to quality.Third,the imbalance and insufficiency of regional development in China still exist.Narrowing the per capita income distribution gap,increasing the proportion of middle-income groups and promoting the high-quality coordinated development of regional economy will become the main goal of China in the future.Firstly,this paper combs the related research on digital economy,high-quality development of urban economy and the influence of digitalization on economic growth,constructs a theoretical analysis framework of digital economy on high-quality development of urban economy,and further discusses the theoretical logic of "late-comer advantage" effect of digital economy on high-quality development of urban economy.Secondly,taking the balanced panel data of 274 cities in China from 2009 to 2020 as the research sample,this paper empirically explores the influence of digital economy on the high-quality development of urban economy by using econometric model.From the perspective of government behavior,the nonlinear effect of digital economy on the highquality development of urban economy is investigated by using panel threshold model.The spatial spillover effect of digital economy on the high-quality development of urban economy is investigated by using spatial econometric model.Furthermore,the heterogeneous influence of digital economy on the high-quality development of urban economy is discussed from the differences of location characteristics,urban grades and stage characteristics.In addition,the panel fixed effect model and intermediary effect model are used to verify the direct influence and mechanism of digital economy on the "latecomer advantage" effect of high-quality urban economic development.Finally,it puts forward some countermeasures and suggestions to promote the healthy development of China’s digital economy and the high-quality coordinated development of regional economy.The main conclusions of this paper are as follows:(1)Since the 18 th National Congress of the Communist Party of China in 2012,the development level of urban digital economy in China has shown an obvious acceleration trend,but there are certain differences in the development level of urban digital economy among regions,which is manifested as a distinct "digital divide" phenomenon on the whole.At the same time,the development of digital economy among cities is highly complementary.(2)There is an increasing marginal effect on the promotion of digital economy to the high-quality development of urban economy,and this research conclusion has the same result for the heterogeneity analysis under the differences of location characteristics and urban grades.In addition,the unbalanced development of urban digital economy in China still leaves much room for the promotion of digital economy to the high-quality development of urban economy.(3)For the western region,the northeast region and ordinary cities,scientific and reasonable investment in scientific and technological innovation will help improve the role of digital economy in promoting the high-quality development of urban economy,while excessive investment in scientific and technological innovation may lead to redundancy and waste of innovative resources and reduce the positive effects of digital economy and high-quality development of urban economy.And compared with nonordinary cities such as municipalities directly under the central government,subprovincial cities,provincial capitals and cities with separate plans,the efficiency of government governance in the positive effect of influencing the high-quality development of digital economy and ordinary city economy shows an "inverted U-shaped" trend.(4)Digital economy can not only promote the high-quality development of local urban economy,but also obviously promote the high-quality development of neighboring cities,that is,digital economy can promote the high-quality balanced development of "local-neighboring" economy,and the long-term effect is significantly greater than the short-term effect.This conclusion is similar to the research conclusions obtained by sampling in eastern,central and western regions.However,for Northeast China,the digital economy has no obvious characteristics for the high-quality development of urban economy,whether it is "local" or "neighboring".The test of the difference of stage characteristics shows that the spatial spillover effect of digital economy on the highquality development of urban economy has been significantly enhanced since the 18 th National Congress of the Communist Party of China was held in 2012.(5)There is an obvious negative correlation between the high-quality growth rate of urban economy and the high-quality development level of the previous economy,while the digital economy has a significant positive adjustment effect on the negative correlation between them,that is,the digital economy can promote the "late-comer advantage" effect of the high-quality development of urban economy.The test of location heterogeneity shows that the digital economy plays a stronger role in promoting the "latecomer advantage" of high-quality economic development in backward cities in inland areas than in coastal areas.The test of the difference of stage characteristics shows that the promotion of digital economy to the "late-comer advantage" of high-quality urban economic development is weakened after 2017.The mechanism identification test shows that market integration,innovation ability promotion and urbanization level are three important channels for digital economy to promote the "late-comer advantage" effect of high-quality urban economic development.Further research shows that the improvement of innovation ability and urbanization level are the two main ways for digital economy to promote the "late-comer advantage" effect of high-quality economic development of backward cities in inland areas,while market integration and improvement of innovation ability are the two main ways for digital economy to promote the "late-comer advantage" effect of high-quality economic development of backward cities in coastal areas.The innovation of this paper mainly includes the following four points:(1)Starting from the dual attributes of "technology" and "capital" of data elements,data elements are brought into the theoretical analysis framework of economic growth as a new independent production factor,which expands the theoretical analysis of the relationship between digital economy and economic growth.(2)From the four dimensions of digital infrastructure,digital technology output,digital innovation ability and digital finance development,a comprehensive evaluation index system of digital economy at the city level is constructed,which can further enrich the construction of digital economy index system at the city level.(3)From the perspective of government behavior,this paper selects two indicators,namely,government innovation preference and government governance efficiency,as threshold variables,and empirically investigates the regional difference and city level difference of government behavior in the digital economy affecting the high-quality development of urban economy,which broadens the heterogeneity analysis of government behavior in the relationship between digital economy and high-quality development of urban economy.(4)From the scale effect,integration substitution effect,resource allocation effect and knowledge spillover effect brought by the development of digital economy,this paper discusses the theoretical logic of digital economy’s "latecomer advantage" in the highquality development of urban economy,and further demonstrates and analyzes that market integration,improvement of innovation ability and acceleration of urbanization are three important ways for digital economy to influence the "latecomer advantage" effect of high-quality development of urban economy,which is an effective supplement to the existing research.
