| As the main settlement of our country’s Zhuang and Yao ethnic minorities,the ethnic areas in northern Guangxi have diverse ethnic cultures.Therefore,they are the key areas for tourism development in the Guangxi Zhuang Autonomous Region.How to promote economic and social development and the protection of ethnic culture inheritance and other undertakings under the background of the demonstration of ethnic characteristic scenic tourist towns(villages)and the construction of new urbanization is a new proposition.Therefore,strengthening the summary of the construction achievements of small tourist towns in the ethnic areas of northern Guangxi in terms of economy,culture,ecology,and social governance will have a certain demonstrative effect and reference significance for other ethnic areas.This research analyzed the development of small tourism towns in China and the development of small tourism towns in the northern Guangxi ethnic regions.It was found that the sustainable development of small tourism towns in northern Guangxi is necessary and important for regional development.At the same time,it was found that there is insufficient industrial support,insufficient coordinated development of industry and city,heavy ecological protection tasks,insufficient ethnic cultural connotation,and difficult financing problems to solve the development problems of weak urban facilities in the development process of small tourism towns in the northern Guangxi ethnic region.How to deal with the above-mentioned problems has become an urgent task to promote the sustainable development of small tourist towns in the ethnic regions of northern Guangxi.To this end,this paper constructed a "four-in-one" sustainable development approach model framework for small tourist towns,and a suitable method system for the "five-in-one" sustainable development approach.The approach model framework includes: the sustainable development system development model of small tourist towns in the ethnic areas of northern Guangxi—the coordination degree model—the obstacle degree model—the system dynamics model.The method system was based on the "quality-coordination-obstacle-simulation-countermeasure" path.The basis is:first,based on relevant national policy documents,regional economic and social development strategies,and the actual development of small tourist towns in the northern Guangxi ethnic region;second,in accordance with the idea of "current situation evaluation-problem analysis-policy simulation-countermeasures proposed";Third,combine the characteristics and ideas of comprehensive evaluation of sustainable development,coordinated development of systems,diagnosis of system obstacles,and system dynamics models.This provided a paradigm for the analysis of sustainable development approaches for small tourist towns in the ethnic areas of northern Guangxi.In addition to considering the conventional dimensions of economy,society,environment,tourism industry scale,and reception capacity,the sustainable development evaluation index system of small tourist towns in the northern Guangxi ethnic area also highlights the uniqueness of small tourist towns in the northern Guangxi ethnic area.The dimension of cultural authenticity protection of ethnic minorities has proposed some new exploration factors for evaluating the sustainable development of small tourist towns in the ethnic regions of northern Guangxi.The multi-factor comprehensive evaluation method was used to comprehensively evaluate the sustainable development status of Longji Town,the case site.The objective data came from the statistical yearbook of the case area,and the subjective data comes from in-depth questionnaire interviews on the degree of protection of the local ethnic minority cultural authenticity by the residents and managers of the case area.The classification and quantitative acquisition of index data makes the evaluation result closer to objective reality and truly reflects the sustainable development of small tourist towns.In addition,the article establishes a system dynamics model for the sustainable development of small tourist towns in the ethnic areas of northern Guangxi by considering the dynamic complexity of the system.Based on the evaluation and analysis of the status quo of the sustainable development of small tourist towns in the northern Guangxi ethnic region,a simulation analysis of the sustainable development policies of small tourist towns is carried out for specific obstacles to sustainable development,and the effects of different policies on the sustainable development of small tourist towns were simulated.The effect of the intervention,the formation of countermeasures and suggestions to promote the sustainable development of small tourist towns were proposed.The research of this subject had drawn the following conclusions:First,through the analysis of the development of small tourism towns in our country,it was found that there are significant regional differences in the spatial distribution and current social development of small tourism towns in my country,the imbalance of industrial structure output value and the insufficient coordinated development of industry and city in northern Guangxi.The development advantages and disadvantages of northern Guangxi are obvious,which is typical for the sustainable development of small tourist towns in my country or Guangxi.Second,through research on the characteristics,development opportunities,development status,and existing problems of small tourist towns in the northern Guangxi ethnic region,it was found that there are insufficient industrial support,insufficient development of industry-city integration,and ecological protection in the development of tourist small towns in the northern Guangxi ethnic region The task was heavy,the ethnic cultural connotation had not been fully demonstrated,the financing problem was difficult to solve,and the development of urban facilities was weak.However,small tourist towns in the ethnic minority areas in northern Guangxi have obvious advantages in resources and location development.How to deal with the above development status is the core problem that the article aims to solve.Third,sustainable development is the essence of the development of small tourist towns in the ethnic regions of northern Guangxi.Based on the analysis of the system structure,connotation,goals,dynamic mechanism,and coupling mechanism of the sustainable development of small tourist towns in the northern Guangxi ethnic region,we constructed a model framework for the sustainable development of small tourist towns in the northern Guangxi ethnic region,and built a suitable Research method system.The approach model is an organic whole of three parts: the sustainable quality evaluation index system of the tourism towns in the north Guangxi ethnic area,the system coordination degree model,the obstacle degree model,and the system dynamics model of the sustainable development of the tourism towns in the north Guangxi ethnic area.Among them,coordination degree,obstacle degree,and system dynamics models are connected with each other through the evaluation index system.The coordination degree model is a comprehensive evaluation model.Coordination degree is based on the research of sustainable development degree,and from the perspective of system coordination,the evaluation of the coupling and coordination of the sustainable development system of small tourist towns in the ethnic areas of northern Guangxi.From the two perspectives of the degree of coupling within the system and the comprehensive development level of the subsystems,we scientifically evaluate the level of sustainable development and coordinated development of small tourist towns in the ethnic minority areas of northern Guangxi.The obstacle degree model is a mathematical statistical model based on comprehensive evaluation.Using the obstacle degree model to quantify the obstacles is helpful to find out the key factors that affect the development of research goals.The obstacle degree model is used to quantify the obstacles in the sustainable development system of small tourist towns in the ethnic areas of northern Guangxi,and to find out the key factors affecting regional development to adjust management policies.The system dynamics model of the sustainable development of small tourist towns in the northern Guangxi ethnic area is a policy simulation model.It describes the tourism in the northern Guangxi ethnic area through the construction of the basic elements of the sustainable development system of the small tourist towns in the northern Guangxi ethnic area and the quantitative relationship between the elements.The internal mechanism of the sustainable development and evolution of small towns is worthy of points for simulating and calculating statistical indicators.On this basis,a simulation analysis of the effectiveness and intervention effects of the development policies of small tourism towns in the ethnic minority areas in northern Guangxi is carried out,and this is an important basis for proposing sustainable development countermeasures and suggestions for small tourism towns in the ethnic areas in northern Guangxi.Fourth,on the basis of the sustainable development theory and sustainable development approach model framework of small tourism towns in the ethnic areas of northern Guangxi,we constructed the sustainable development of small tourism towns in the ethnic areas of northern Guangxi following the path of "quality-coordinationobstacles-simulation-countermeasures".First,we carried out the quality evaluation study on the sustainable development of small tourism towns in the northern Guangxi ethnic regions;then,based on the evaluation results,we found out the sustainable development of the small tourism towns in the northern Guangxi ethnic regions;third,we clarified the constraints on tourism small towns in the northern Guangxi ethnic regions and the shortcomings of sustainable urban development.Finally,based on the above results,a system dynamics model for the sustainable development of small tourist towns in the ethnic minority areas of northern Guangxi was constructed,and policy simulations were carried out.This method system can carry out a more comprehensive and systematic study on the sustainable development of small tourist towns in the north Guangxi ethnic area,and can provide a new research path for the development of related research on small tourist towns in the north Guangxi ethnic area.Fifth,taking Longji Town in Northern Guangxi as an example,relying on the above analysis to build a model framework and method system for the sustainable development of tourist towns in the northern Guangxi ethnic region,the sustainable development of Longji Town was analyzed and researched,and relative countermeasures were proposed.(1)In recent years,the sustainable development quality index of the tourism town of Longji Town has increased significantly,and the government has gradually shown the effectiveness of the development and regulation of the tourism town of Longji Town.The mutual promotion between the sustainable development systems of Longji Town is becoming stronger,and the trend of coordinated development is becoming more and more obvious.The guiding role of tourism development in the construction of small cities and towns is fluctuating,and the role is not significant enough.(2)The diagnosis structure of the primary obstacle factors for the sustainable development of Longji Town shows that during the study period,the stakeholders of Longji Town were constantly adjusting their sustainable development strategies,but they did not find the best control strategy.Following the diagnosis of the barrier factor of the secondary indicators in Longji Town,among the average barriers of the secondary indicators during the entire study period,the tourism industry scale and reception capacity of Longji Town and the resource environment of Longji Town are the main obstacles to the secondary indicators.Over the years,the barrier degree of the secondary indicators has also changed.From 2013,the ranking of obstacles in descending order is reception capacity,industrial scale,economic factors,social factors,resources and environment.In 2018,the ranking has undergone major changes,from high to low in order of industrial scale,resources and environment,social factors,reception capacity,and economic factors.The number of tourist hotels,the growth rate of total tourist arrivals,the internet search index,the economic income diversification index,the proportion of tourism employees to the employees,the number of travel agencies,and the travel convenience rate are the most frequent obstacle factors in the past years.(3)In the policy simulation analysis of the sustainable development system dynamics model of Longji Town,the system dynamics model was used to conduct a policy simulation experiment with a simulation step of 1 year and a simulation time of20 years from 2013 to 2033.According to the main obstacle factors for the sustainable development of Longji Town,the output variables of the SD model were refined,the decision variables were changed,and the intervention effects of different decisions were simulated,as well as the evolution path of the system under different decision conditions.Through continuous simulation,discussion,and optimization,countermeasures and suggestions to promote the sustainable development of Longji Town are finally formed.The results showed that increasing investment in regulatory supervision and market promotion,control/deep-digging the intensity of tourism product development,can effectively promote the quality of sustainable development of Longji Town,and promote the "urban-rural coordination,integration of urban and rural areas,and industry in the small tourist towns of Longji Town".At the same time,targeted countermeasures and suggestions were proposed.Sixth,relevant suggestions to promote the sustainable development of small tourist towns in the ethnic regions of northern Guangxi were proposed.According to the development status and existing problems of small tourist towns in the ethnic minority areas in northern Guangxi,as well as the problems found in the case analysis,relevant suggestions to promote the sustainable development of small tourist towns in the ethnic areas in northern Guangxi were put forward.This included planning guidance and top-level design,creating a protection mechanism for the inheritance and inheritance of ethnic culture,innovating tourism products to promote industrial integration,strengthening the construction of supporting work for the sustainable development of small tourism towns,constructing an interest-driven mechanism for the sustainable development of small tourism towns,and improving A guarantee system for the sustainable development of small tourist
