Influence Research On INGO Participate In Social Poverty Relief

With the rapid economic development, rural poverty is being relieved significantly. Especially since carrying out the Seven-Year Priority Poverty Relief Program and implementing the China Rural Poverty Relief and Development Outline (2001-2010), The number of poor people in China have been greatly reduced. China's rural poor population in absolute poverty have decreased from 250 million in 1978 to 14.79 million in 2007.National Bureau of Statistics data showed that, the Poverty incidences in western areas have dropped from 20.4% in 2000 to 8.3% in 2009.After the Reform and opening up, non-governmental organization (NGO) engaged in these activities actively and implemented various forms of poverty relief projects and activities in many remote regions.In addition to native NGO,the international non-governmental organizations(INGO) also participated in the activities. The INGO obtain great economic and social benefit with their unique advantages, advanced management concept, operation mode and practical experience, and made outstanding contributions to our poverty relief work.In this thesis, author analyses our poverty line standard issues and holds that is significance for INGO participated in the social poverty relief. By using the Unary regression analysis to analyze six explanatory variables(per capita central financial funds for poverty relief programs, Per capita central financial soft loan for poverty relief, Per capita central financial work-relief funds, Per capita provincial financial funds for poverty relief programs, Per capita INGO foreign funds for poverty relief programs, Per capita social funds for poverty-relief programs)with five explanatory variables(impoverishment rate, per capita net income for peasants, per capita output of grain, Added value of agriculture, available irrigation area in plantation area) comparing government poverty-relief funds with INGO foreign investment effect and further to compare the social benefits caused by fiscal poverty relief and INGO foreign poverty relief, the result comes that the unit INGO foreign poverty relief is superior to fiscal poverty relief. Combining with questionnaire survey results, the author analyzed the social effect caused by INGO participate in poverty relief through on government, village, native NGO and so on. Finally, base on the issue in the poverty relief, the author give some suggestions. Last but not least, combining with the questionnaire survey results and the Case, author analyse the social impact cause by INGO participate in Guangxi poverty relief. In the past ten years,INGO devoted capital,management and technology to poverty district in Guangxi, they made a great contribution for Guangxi poverty relief activities, their poverty relief project in Guangxi got a favorable economic benefits and social benefits.
