Nowadays, the science and technology developed rapidly. Under the increasingly fierce competition environment, innovation has become the key driven force to ensure the country been the leader of the world. Many economists believe that in the process of economic development, the input of factors such as capital, technology and labor are necessary. But with the diminishing returns of production factors and the appearance of scarcity of resources, the economic development will face a bottleneck. Schumpeter in his book "the theory of economic development" which published in 1912, said that development is to break the existing environment balance, and this kind of break is due to innovation. Therefore, only innovation can solve the problems faced by the current economic development.Since the year 2008, the EU faced the double pressure of subprime crisis and the debt crisis, which forcing the EU to find a way to reach economic recovery. Under such a harsh background, the EU countries can still maintain a leading position in the global innovation countries. The EU countries promote their economic development and growth and reform the manufacturing industry through constantly innovation activities, and gain the healthy development of national economy. The European Union is one of the world's three largest economies. The innovation-driven capacity of EU member states also have a good performance among the world's economies. Germany, Sweden and the UK run the top class in the international innovation index report. Germany is a famous innovation country in the world, and in 2013, the German government put forward the strategy of " German industrial 4.0" which let Germany become the focus of the world again. Then the British government put forward the strategy of "Britain manufacture 2025", the Swedish government proposed the strategy of " Sweden manufacture 2030". This article will study on the main EU countries' innovation-driven strategies in the perspective of " German industry 4.0", and compare the similarities and differences of innovation-driven strategy, the implement path and the performance of each strategy in each country. Finally put forward the proposal to China's innovation-driven development.
