Intention Of Rural Construciton Consolidation Based On Narrative Policy Framework

As an important property,rural construction land is related to the fundamental interests of farmers.Nowadays,with the acceleration of urbanization process,there are a large number of idle construction lands in rural areas,and land resources cannot be used effectively.This situation makes China facing the contradiction between the increase of idle rural construction land and the scarcity of cultivated land resources.In addition,the blind and disorderly expansion of rural construction land and the emergence of extensive and inefficient use of rural land resources,resulting in a "two-way squeeze of cultivated land".Therefore,in order to protect the cultivated land resources and promote the intensive and efficient use of the land,Chinese government has formulated the policy of rural construction land consolidation in order to convert the idle rural construction land into cultivated land or into urban construction land.However,since the policy was implemented in 2015,during the four years of implementation process there exists many factors that interfering farmers’ intention of rural construction land consolidation.Therefore,in order to analyze the influencing factors of rural construction land consolidation,this dissertation construct analyze model based on narrative policy framework to provide improvement for the related policies.The main content and conclusions are revealed as follows.(1)This dissertation constructs a micro-level narrative policy analysis framework of farmers’ rural construction land consolidation intention,with introducing Narrative Policy Framework(NPF),a new policy analysis framework,into the domestic context.This framework includes statement of problems,settings,characters,plot,strategy,causal Mechanism and moral statement in order to evaluate whether the framework is advanced,scientific,applicable and feasible.(2)Macro settings and statement of problems of narrative policy framework—— Analysis of Rural construction land management policy based on weighted co-word network.In order to reveal the structure and the main problem of present policy system,this dissertation systematically carries out cluster statistics on relevant government policies and constructs a weighted co-word matrix through weighted co-word social network analysis,policy knowledge map analysis,node Center degree analysis,keyword co-word clustering analysis.(3)Micro settings,characters,plot and strategy determination of narrative policy framework —— Influencing factors of farmers’ intention on rural construction land consolidation based on grounded theory.Through in-depth interviews with rural construction land owners,government workers and relevant scholars,open coding,axial coding and selective coding are used to mine the categories and extract information.(4)Causal Mechanism and moral statement of narrative policy framework ——Theoretical model and empirical analysis of farmers’ rural construction land consolidation intention.According to the research questions and hypotheses,this dissertation constructs a theoretical model of farmers’ rural construction land consolidation intention based on narrative policy framework,and designs a questionnaire based on the model.Based on the data analysis,this dissertation provides narrative effect test,empirical test and policy matching test,and puts forward suggestions for improving present rural construction land management policy system.
