Since 2004,China's grain production has created a delightful situation of“abundant growth in 17 years”,among which the grain output has increased for nine consecutive years from 2004 to 2012,and since 2015 the grain output has been stabilized at more than 650 million tons,realizing a historic leap from the demand exceeded grain production to the stability and a little less than that in recent years,and laying a solid foundation for the stable economic and social development of China.But the grain production were not sustainable.Due to the problem of development mode,the total grain output of our country has been steadily improved,but at the same time,it has caused great pressure on the ecosystem.The deteriorating ecological environment seriously affects the balance of ecosystem and the sustainable development of agriculture.It is precisely because of the recognition of the serious negative impact brought about by the traditional extensive growth pattern of relying on resource consumption,the central government has clearly put forward the concept of “green development of agriculture”,requiring saving resources and protecting the ecological environment while ensuring agricultural economic development,so as to form a kind of connotative modern agricultural economic development mode and realize high-quality agricultural development.With the advancement of the reform of land ownership confirmation and separation of three rights and the large transfer of rural labor force,the land transfer market is developing rapidly,and the large-scale operation is developing rapidly nationwide,and the trend of land concentration is becoming increasingly obvious.Under the guidance of the current policy of benefiting agriculture,the scale of land transfer varies greatly,ranging from less than 5 mu to more than 100 mu in our country.What are the mechanisms that influence the technological efficiency of grain green production? At the same time,under the property right structure of the separation of the three rights of land,the land transfer of our country presents a situation of coexistence of short-term and long-term,then whether the long-term transfer is conducive to improving technical efficiency of grain green production,and what is the trend of that with the extension of the duration? What are the mechanisms that influence the technical efficiency of grain green production? How to design a transfer system to lead people's behavior,for the improvement of resource use efficiency,so as to improve the technical efficiency of grain green production and achieve sustainable development?This article is to study the relationship between land transfer and technical efficiency of grain green production,and to explore and build a transfer system that is conducive to the improvement of technical efficiency of grain green production and the healthy,to achieve the scale effect of land transfer,but also conducive to the healthy and sustainable development of grain production.In this paper,the environmental pollution problem is brought into the microcosmic household analysis frame,and the influence of different dimensions of land transfer on technical efficiency of grain green production is analyzed.The main research contents and relevant conclusions are as follows.Research content 1: Measure and analysis of technical efficiency of grain green production.In this part,the MBP-EBM model is used to calculate the technical efficiency of grain green production,which avoids the measurement error caused by the heterogeneity of households.The results show that:(1)The average technical efficiency of grain green production is 0.491,the average pure technical efficiency is0.531,and the average scale efficiency is 0.935.If the non-point source pollution of grain production is not taken into account,the average efficiency value will rise.Comparative analysis shows that the non-point source pollution of grain production will lead to overestimation of efficiency level.But from the absolute value size,the value of sample households is relatively low.(2)From the distribution of technical efficiency of green grain production,whether the average and weighted technical efficiency of grain green production,the regions with high level of development are superior to the regions with medium level of development,and the regions with medium level of development are superior to the regions with low level of development,the weighted technical efficiency of grain green production is 0.521.(3)With the expansion of land transfer scale,the technical efficiency of grain green production presents a trend of fluctuation and increase;except for the samples with a land transfer period of more than five years,the land transfer period is positively related to the technical efficiency,that is,the technical efficiency of grain green production gradually increases with the extension of land transfer period.Research content 2: Impact of transfer scale on technical efficiency of grain green production.Based on the survey data of 556 households in 9 counties of Jiangxi Province,this part applies the two-stage instrumental variable regression model and intermediary effect model to analyze the changes in the technical efficiency of green grain production as the scale of land transfer expands,and the path by which the technical efficiency of green grain production is affected by the scale of land transfer.The results show that:(1)With the scale of land transfer expands,the technical efficiency of grain green production rises first and then decreases.Too small or too large of the scale of land transfer is not good,and the results remain stable after the treatment of the endogenous.(2)When the scale of land transfer is less than 120 mu,expanding the scale of land transfer is conducive to the optimal allocation of factors such as land,capital and labor,so as to realize the increase of grain efficiency;when the scale of land circulation is more than 120 mu,expanding the scale of land transfer will push up the costs of grain production,operation and management and cause efficiency losses,thus making the technical efficiency of grain green production show a significant downward trend.(3)There is a positive relationship between the scale of land transfer and the degree of grain production mechanization.The enlargement of the scale of land circulation has promoted the deepening of the degree of mechanization.The technical efficiency of grain green production shows an increasing trend with the degree of mechanization.The intermediate effect of the degree of mechanization in the scale of land transfer affects the technical efficiency of grain green production is 4.72%.Research content 3: Impact of transfer time on technical efficiency of grain green production.The model of propensity score matching is used to analyze the average treatment effect of long-term transfer,The model of generalized propensity score matching and intermediate effect is used to analyze the change of technical efficiency of grain green production when the time intensity increases,and to find out the path that the time intensity affects the technical efficiency of grain green production.The results show that:(1)Long-term transfer can improve the technical efficiency of grain green production.The technical efficiency of grain green production in long-term inflow is 14.7% higher than that in case of short-term inflow,and the technical efficiency of grain green production in short-term inflow is 18.5% lower than that in case of long-term inflow.(2)There is a stage effect between the time intensity of land transfer and the improvement of the technical efficiency of grain green production,that is,when the time intensity is less than 0.5,the technical efficiency of grain green production will gradually increase with it,when the time intensity of land transfer is more than 0.5,the technical efficiency of grain green production tends to decrease with it.(3)There is a positive relationship between the time intensity of the land transfer and the inter-period investment in grain production.The increase of the time intensity will promotes the increase in the inter-period investment.The technical efficiency of grain green production shows a trend of increasing with the inter-period investment.The intermediate effect of the inter-period investment in the time intensity affects the technical efficiency of grain green production is 6.29%.Based on the above conclusions,this study believes:(1)Strengthen the role of policy guidance and promote the appropriate scale of land transfer.(2)Speed up the market-oriented allocation and construction of land factors,and guide the appropriate long-term land circulation period.(3)Improve the construction quality of high-standard farmland,strengthen the detection and evaluation of high-standard farmland construction,improve the participation mechanism for high-standard farmland construction farmers,and create a good farmland basic environment.(4)More support shall be given to professional agricultural service organizations,leading enterprises and other market players shall be encouraged to enter the field of agricultural services and scale operation of services shall be promoted.(5)We shall strengthen the vocational education of farmers,exert the joint efforts of multiple subjects,and provide professional training for farmers to improve their scientific quality.
