Research On The Construction Of Digital Economic System System

The digital economy,based on the Internet,big data,cloud computing,artificial intelligence and other technologies,is changing the way we work and live.The development of digital economy is not only the improvement of productivity,but also the adjustment of production relations.The adjustment of production relations is mainly manifested in the construction and transformation of a series of related systems.In the process of continuous and rapid development of digital economy,institutional change and technological progress promote each other and cause and effect each other.The development of digital economy calls for the innovation of national governance system,especially digital governance system and institutional system.As an organization and its rule system in a certain field of social activities,the system has an important influence on the impetus,path and trend of the development of digital economy by giving play to its incentive and constraint functions,and becomes the coordination guarantee mechanism for the development of digital economy.The dissertation studies the system construction of the digital economy system from the internal system and the external system,studies the function optimization of the digital economy system from the incentive function and the constraint function,and explores the construction of an institutional system suitable for the development of digital productivity.The specific research contents are as follows.Chapter Ⅰ is the introduction.The domestic and international background of this research is proposed,the research significance is summarized,the existing literature is sorted out,the research objectives,ideas and methods are set,and the direction of the proposed innovation is proposed.Chapter Ⅱ is the theoretical basis.From the perspective of the movement principle of basic social contradictions,and the theory of institutional change,this paper studies the theoretical basis of the research on the development of digital economy and the construction of institutional system,providing theoretical groundwork for the in-depth interpretation of the following chapters.Chapter Ⅲ studies the development course and present situation of digital economy.From the dimensions of technology,products and services,market,industry and policy,this dissertation analyzes the development mechanism,kinetic energy and current situation of the digital economy,so as to deepen the objective cognition of the stage,essential characteristics and development trend of the digital economy in China.Chapter Ⅳ analyzes the challenges facing the development of digital economy.In the process of digital economy development,the paper analyzes the practical problems in innovation,property rights,openness,taxation,anti-monopoly,security and other dimensions as well as the demand for the system,and focuses on the weak links of the system of digital economy,so as to provide the target direction for the construction of the system of digital economy and play the expected role.Chapter Ⅴ analyzes the constitution,characteristics and objectives of the digital economy system.This paper discusses the basic principles of the operation of digital economy system.According to the different institutional functions,the system of digital economy is divided into two parts: incentive system and constraint system.This paper studies the characteristics of the system of digital economy,such as its integrity,pluralism,interactivity,incompleteness and evolution.From the system balance,cost saving,efficiency improvement,property rights protection and other dimensions,the paper analyzes the operational objectives of the digital economy system.Chapter Ⅵ studies the international reference of the function of digital economy system.Relevant countries and regions in the digital economy planning system,the innovation system,open system,and tax regulation,fair competition,the practice of safety protection system,made some progress and achievements,especially in the complete data flow management rules,promote the reform of national tax rules,strengthen the regulation of antitrust and other fields,strengthen international coordination,It is worthy of reference in the construction process of digital economy system in our country.Studying the change track of its digital economy system and sorting out the trend and law of its system change are conducive to obtaining the experience and enlightenment of optimizing the system of China’s digital economy.The last chapter investigates the feasible path of the construction of digital economy system.Based on the driving system of digital economy and its internal mechanism,research status,the path selection level,from the perfect the relevant planning system,the innovation system of the digital economy,property rights system,open system and incentive system,and tax system,competition system,measure system and security system such as constraint system,etc.,proposes the countermeasure.This research has innovation in research perspective,viewpoint and method.First,from the internal mechanism and co-evolution of technological innovation and institutional evolution,a comprehensive and systematic study of the institutional system and functions related to the digital economy.The second is to investigate the non-competitiveness of data production factors in the digital economy,the applicability of economies of scale and scope,the efficiency improvement of market allocation of resources,the efficiency improvement of resource allocation,and the construction of relevant institutional systems.Third,it pays attention to the combination of theoretical analysis and case study,which better supports the in-depth research on the optimization of digital economy system,and makes the countermeasures and suggestions have strong pertinence and applicability.
