A Study On Digital Economy Development Level Comprehensive Evaluation

Digitalization is a long-term concern in the field of modern Industrial Engineering.At present,a new round of scientific and technological revolution and industrial transformation is deepening,and digital technology with the Internet as the core is constantly innovating,which has penetrated into various economic fields and brought about tremendous changes in productivity and production mode.The world has entered a new era of economic development promoted by digital economy.However,the widely accepted criteria for the connotation and definition of the digital economy are still not reached,defining the precise scope of the digital economy is difficult,and How to measure the development level of the digital economy has been widely concerned。Based on the above background,a study is conducted on the digital economy,two main contents are included: the first is the study on the digital economy development level comprehensive evaluation;the second is study on impact path of the digital economy development.A review and summarize on the researches of connotation and definition of the digital economy,the influential factors are put forward.A comprehensive,scientific,and complete digital economy development level evaluation index system depending on the five dimensions of basic resources,integrated development,innovation ability,social benefits and cyber security,is constructed,then the digital economy development level of 13 Jiangsu Province cities is calculated by using entropy method and the Technique for Order Preference by Similarity to Ideal Solution(TOPSIS)method,comparations and analysises on the overall level and the above five dimensions are implemented.The result shows that the whole level of the digital economy development in Jiangsu Province is continuously increasing and there are obvious regional imbalances phenomenon;the level of cyber security is gradually decreasing,and regions with higher levels of digital economy development have lower levels of network security;Overall,progress relatively obvious in basic resources and integrated development,while not obvious in innovation ability and social benefits.Then,based on the literature research,a digital economic development impact path model is constructed,and corresponding path hypotheses are proposed.Verification analysises are performed by using data of Jiangsu province and Partitial Least Squares Path Model.The results show that Basic resources have a great impact on the integration development,not only having a direct positive impact,but also having an indirect impact on the integration development by influencing innovation ability;innovation ability has a significant positive impact on the integration development;integration development has a significant positive impact on social benefits;integration development and social benefits have a significant negative impact on cyber security.Finally,the conclusions obtained according to the above studies,corresponding countermeasures and suggestions are proposed for the digital economy development in Jiangsu Province.
