By analyzing the present status and regulation system of China's food safety, the author studies and discusses on government regulation of food safety. In learning and summary the previous results, this dissertation analyzes the need for government regulation of food safety from the view of Regulation Economics firstly. The author believes that because of information asymmetry and negative internality of food it is necessary to carry out social regulation of food safety.Then the dissertation constructs the model of government regulation of food safety based on Evolutionary Game Theory. Considering multiple impact factors of food companies and government regulators the author compares a single-term game process with long-term game process so that we can study the evolutionary path of regulation of food safety. It is discussed the possible ESS in long-term game and it is given the system critical parameters and some conclusions.Government regulation of food safety system is an artificial life constructed by the computer who has biological characteristics. On the use of complex system theory and artificial intelligence technology government regulation of food safety game-based artificial ecosystem is established, in which food companies and government regulators are defined as agent, Immune Genetic Algorithm is used to define the evolutionary strategy of them.The author studies the interaction between multi agents with the help of the complex system simulation platform Swarm, combining experimental economics, intelligent technology and information technology. By calculating the profits of food companies or government regulators in the course of interaction, the author simulates two sides' game strategies of evolution and variation, analyzes different evolutionary paths, observes the system evolution and emerging, summarizes food safety regulation rules.My study shows that the frequency and the penalties of government regulation can generate obvious effects. But according to the status of food companies' production and operation, the same loose or strict regulation policies impacting on them are different. The regulation policies set by government department must basis of the real state of food safety. More important finding is that the learning speed in the game process has an important impact on their final profits, which affects both behaviors.The study of regulation theory and the changes of regulation regime is an interactive process. This process is closely related to a particular level of economic and political development, the interests of the pattern, law and order and other factors. The author is the first person to use Multi-Agent simulation system to simulate food safety regulation issues. It breaks the previous study from the statistical angle. It provides a new method with which can reflect the relationship between the parties, find the system development law. Thus we can come to effective food safety regulation methods and get the mode of government regulation on food safety with Chinese characteristics.This dissertation is sub-project result of Multi-Agent Active Defense System of Abnormal Emergency Management Based on Immunology (Grant No.91024020), which is one of the major research cultivation projects of National Natural Science Foundation in China.
