Research On Efficiency And Influencing Factors Of Scientific And Technological Innovation In Universities

As one of the important subjects of innovation in the national innovation system,universities play a vital role in technological innovation and knowledge innovation.With the increasing demand of economic development and industrial upgrading for "innovation support",the country has put forward higher requirements for the quality and efficiency of scientific and technological innovation in universities.However,there are still many deficiencies in the aspects of innovation source supply,major innovation achievements,university-industry collaboration and S&T achievements transformation.Facing the increasing S&T inputs in universities,how to improve the efficiency of S&T innovation in universities and solve the problem of insufficient practical support have aroused wide concern attention of scholars.In this regard,this dissertation attempts to explore this topic,and deeply studies the impact of innovation function,regional innovation platform and innovation policy on S&T innovation efficiency in universities from the perspective of university-industry collaboration,aiming to provide theoretical basis for improving the efficiency of S&T innovation and promoting the high-quality development of S&T innovation in universities.Based on the relevant research of technological innovation,this dissertation divides the influencing factors of S&T innovation into three dimensions:innovation function,innovation platform and innovation policy,then discusses and constructs an analytical framework of S&T innovation in universities.On the basis of sorting out the development trend and S&T innovation efficiency of universities from the perspective of university-industry collaboration,the influence mechanism are analyzed empirically:In the aspect of innovation function,the influence mechanism of the relationship between knowledge creation and knowledge transfer on S&T innovation efficiency in universities is empirically tested form the perspective of ambidextrous innovation,and then,the influence mechanism of talent training,scientific research and social services on S&T innovation efficiency is empirically tested form the perspective of basic function;In the aspect of innovation platform,the influence mechanism of regional innovation platform on S&T innovation efficiency is empirically tested from the regional level;in the aspect of innovation policy,by taking the "Double First-rate" strategic plan as an example,the influence mechanism of innovation policy on S&T innovation efficiency in universities is empirically tested.The main research works are as follows:(1)To construct the analytical framework of S&T innovation in universities.This dissertation constructs the tanalytical framework of S&T innovation in universities from micro level,regional level and policy level,and divides the driving factors of S&T innovation into three dimensions:innovation function,innovation platform and innovation policy,meanwhile,it reveals the influence mechanism and logic relationship of these factors from the perspective of university-industry collaboration.(2)To analyzes the development trend of S&T innovation in universities and constructs an efficiency model to measure S&T innovation efficiency in universities,First of all,this dissertation analyzes development status and trend of S&T innovation in Chinese universities from two aspects of input and output.Secondly,by constructing a two-stage efficiency model of S&T innovation,the evolution trend of S&T innovation efficiency in Chinese universities is analyzed.(3)Empirical study on the impact of innovation function on S&T innovation efficiency in universities.from the perspective of ambidextrous innovation,this paper empirically tests the development law of knowledge creation and knowledge transfer in universities and its influence on S&T innovation efficiency in universities from static and dynamic aspects;from the basic function perspective of talents developments,scientific research and social services,the influence of graduate cultivating,research preference,relationship between university and enterprise and social reputation on S&T innovation efficiency in universities is discussed respectively.Finally,by using Tobitt model,the effect of these factors on S&T innovation efficiency in universities is tested empirically.(4)Empirical study on the impact of regional innovation platform on S&T innovation efficiency in universities.This paper builds a theoretical model of regional innovation platform,and divides the regional innovation platform effect into two levels:intra-domain effect and inter-domain effect.Based on regional panel data,the influence mechanism of regional innovation platform effect on S&T innovation efficiency in universities is tested empirically.(5)Empirical study on the impact of innovation policy on S&T innovation efficiency in universities.By using the differential model,this paper empirically tests the influence of "Double First-rate" strategic policy on S&T innovation efficiency in universities.The results showed that before the implementation of the policy,S&T innovation efficiency ncreased slowly,but after the implementation of the policy,the efficiency ncreased significantly.
