Curriculum development is the essential part in technical skills accumulation and talents training,concerning the absence and limited participation of enterprise in the process of curriculum development,it is of great significance to explore the enterprise's responsibility in the vocational education curriculum development against a background of building a technical country as a historical mission,making a fundamental breakthrough in school-enterprise cooperation,and a paradigm shift of the vocational education curriculum.This paper concentrates on the rationality of enterprise's responsibility in the curriculum development of vocational education,the connotation,the status,the intention,the content and the realization of the responsibility by using the methods of literature review,theoretical analysis,comparative study,investigation,empirical generalization and text analysis etc.The enterprise's participation in vocational education and curriculum development is determined by the nature of enterprise and vocational education.The enterprise has dual essences: technical and institutional.The vocational education also has dual nature: professional and technical.These essences and natures inherently stipulate the identity between enterprise's special technical skills and vocational education products,the education of vocational talents according to the formation of enterprise's technical skills,and the homogeneity between enterprise's technical skills production carriers and vocational education curriculum,these characteristics are expressed mainly the technical experience facing the working world and the acquire process of it.Although there is no mandatory obligation from government requiring enterprise to participate in vocational education,the enterprise's requirement for vocation talents determines that they are important interestrelated subject in vocational education,and enterprise is also the training subject of professional technique skills,the mixed supply subject of vocational education,as well as the talents cultivating subject of school-enterprise cooperation.The development of vocational education curriculum is a construction process refers multi-stakeholders.The enterprise is an important cooperation subject in the process of vocational education curriculum development,its fundamental pursuit for specific-technical-skills determines the curriculum development participation is mainly specific-technical-skulls curriculum.Theoretically,there exists rationality for enterprise to participate in the development of vocational education,but actually,the participate of enterprise are generally not enough,the cooperation between vocational education colleges for curriculum development is also in the process of formation,so,the distance between the aim and the reality urgently asking for the explicit of the enterprise's responsibility.The enterprise's responsibility in vocational education curriculum development based on its subjectively recognition and objectively ability.The reflection and efforts that enterprise bear during the process of specifictechnical-skills curriculum or the formation of curriculum products,is the unification of economic efficiency and social justice,is also the enterprises' inherently compliance of the morality and interests.These responsibilities originate from privileges granted by government,economic and ability advantages from enterprises,the urgent needs from vocational education institutions,and the requirement for a collaborative governance mechanism.At the same time,the limitation of enterprises' responsibility in the curriculum development is determined by the specificity of the affected objects,the definiteness of the responsibility boundary,and the diversity of influencing factors.According to the basic principles based on responsibility content and the function–oriented division,there are three kinds of responsibilities enterprise should take.They are guidance responsibility,supply responsibility and coordination responsibility.These responsibilities worked self-contained and formed the basic responsibility framework.The guidance responsibility is characterized as the confirmation and feedback of vocational education quality,which is achieved by demand-guidance,standard-guidance and evaluation-guidance.The supply responsibility is characterized as the accumulation and supply of technical skills,which is achieved by technical and skills in the form of intelligence,material and arts.The coordination responsibility is realized as the design and implement of professional curriculum,through the aided cooperation of professional curriculum,through the leadership cooperation of professional practical curriculum and the peer-to-peer‘s cooperation in theory-practice integration curriculum.At present,the fulfillment of the enterprises' responsibility in vocational education curriculum development is still in its infancy,with relatively narrow coverage and a low participation rate.At the same time,the internal motivation of enterprises is insufficient.There is a big gap between the awareness and action.In addition to the influence of external factors such as the economic location,the industrial structure,the social culture etc,this kind of participation is further limited by the industry classification,the type of technology,the ownership form,the development stage and the actual scale of enterprise etc.In order to improve the cooperation between colleges and enterprise in vocational curriculum development,we need to arouse the interim motivation of enterprise,coordinate multiple outside powers,and strengthen the basic competences from the point for enterprise's willingness to fulfill the responsibilities.As for the responsibility-realization mechanism,we need to construct a cooperation mechanism between college and enterprise based on statutory contract,develop the connection impact of the intermediary such as trade organization,improve the vocational education curriculum development walking toward curriculum governance,construct effective assessment and incentive system for enterprises;improve the responsible environment,put forward the benign development of labor market and guide the identify and accept of the cultural environment.
