The paper is a study from twoperspectives of the policy evolution of enterprises investment in vocationaleducation and the evolution of enterprises investment in vocational education,analyzes the changes of enterprises investment in vocational education, studies theinfluencing factors of enterprises investment in vocational education, proposethinking and recommendations of encouraging enterprises to increase investment invocational education.Firstly, the paper studies the policy evolution of enterprises investment invocational education from the perspective of policy analysis. From analyze the policyprogress of enterprise-run vocational education as well as enterprise investment invocational education. Found that Chinas policy track plays a positive adjustment rolearound the happen of social transformation and enterprise transformation.Secondly, the paper studies the evolution of enterprises investment invocational education. Quantitative analyze enterprises investment in vocationaleducation funds from1998to2010, the progress of enterprise investment invocational education can be roughly divided into three characteristic-stage modes:The "integral" investment mode: In the planned economy, enterprisesinvestment in vocational education directly, the proportion of enterprise investmentin vocational education is comparatively high, appears the "integral" investmentmode;The "compensatory" investment mode: During the transition from a plannedeconomy to a socialist market economy, schools stripped from the enterprise, thegovernment requires to extract funding for education and training according to1.5%of the total wages in full, but it is not enough, the total amount of enterpriseinvestment in vocational education reduce, appears a "compensatory" investmentmode;The "return" investment mode: With the market economy matures, the total amount of enterprise investment in vocational education increase. Vocational schoolstake the initiative to service enterprise and obtain returns is an important reason forthe growth of enterprises investment in vocational education, which put forward inthe paper.On the basis, this paper analyzes and reveals the relationship betweenenterprises investment and influencing factors, and identify the increased enterprisesinvestment focus. The author put forward that schools take the initiative to serviceenterprise and obtain returns is a main path of increasing enterprises investment invocational education, it has important practical significance for easing thecontradiction of the limited increase in total investment of vocational education andunlimited educational needs of working people.
