In China, talent evaluation in the universities began in the 60s of the 20th century, formally enter the development stage before the 80s of the 20th century. Compared with western developed countries, talents evaluation mechanism in a university is far from perfect. With the intensifying of Tertiary Education system reform, it is very necessary to establish a scientific and effective talents evaluation mechanism in a university. In this paper, On the basis of analyzing and researching the theory of performance, absorbing successful experiences of relevant research at home and abroad, and combining with the current situation in our country, studied out talents evaluation mechanism under the new economic condition and talent. This paper is divided into five parts mainly.This thesis analyzes the Situations and Countermeasures of the development and the talent management System of universities in our county at present. It explains the research background and purpose, the former research literature at home and abroad is reviewed and summarized, come up with the frame of the treatise and the new points of it. Analyzes professional attributes and characteristics of talents in universities, describes the main content, the tools and analytical methods of the strategic performance organizational behavior and evaluation; Analyzes and evaluates the performance evaluation deeply for the study of direction. Constructs of talents strategy performance evaluation system model and researches the objectives, principles, ideas, and protection factor. Bases on university organization’s strategic objectives, constructs the human performance evaluation of comprehensive evaluation index system, analysis of the choice of indicators and principles and procedures set standards, uses Analytical Hierarchy Process (AHP) to determine weights and uses matrix judgment to evaluates talent evaluation in the universities vaguely and synthetically. Introduces appraisal period, the main, and operating procedures and system construction of common personnel of talent evaluation in the universities; Expatiates the results, feedback of complaints and their teachers in the construction and management applications; Summaries of the full text of the future work, study and application of the future direction.These innovations are:On view of promoting strategic objectives of the organization, explore and study of personnel performance appraisal system deeply, also emphasized the idea of humanism, emphasize the relationship between organizations and members of the individual developed and organized personnel to coordinate the development of the organic; With the university of the environment, industry and professional quality of talent, this paper combines the three concept of the balances score card (BSC), the Key Performance Indicators (KPI) and objectives, and uses the brainstorm, The Fishbone analysis, AHP analysis and in-depth analysis to decompose and empower the every indicators, used the scientific method to optimize the existing examination system; This paper comprehensive analyzes the basic characteristics and work, working environment and so on, building many dimensions of assessment standards "Universities, high school, individual" three strategic performance evaluations KPI out index system in strategic direction and suitable for our national and adapt to new economy and talent market conditions. And establish strategic performance appraisal full and effective implementation of the model and system processes.
