In the “Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capability”,which was reviewed and approved by the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,the party clearly proposed to uphold and improve the party’s leadership Institutional system,improving the party’s level of scientific governance,democratic governance,and lawbased governance through system improvement has captured the key and fundamentals of my country’s national governance.The party’s leadership system is an important part of the socialist system with Chinese characteristics,and the construction of the party’s leadership system is also an important subject of contemporary Chinese political development.Upholding and improving the party’s leadership system is related to the long-term stability of the party and the country.At present,the academic circles have done some active exploration and research on the connotation,structure and characteristics,strengths and weaknesses,and perfect ideas of the party’s leadership system,but overall research results are still rare.In view of this,we need to take the party’s leadership system as the research object from the theoretical perspective of Marxist institutional thought,systematically and deeply study the theoretical basis,historical process,basic institutional achievements and outstanding advantages of the formation and development of the party’s leadership system,the problems to be further solved and how to deal with them.Marxist system thinking is based on the standpoint of historical materialism,and scientifically reveals that the change of human social system is a historical,integral and realistic development process.Therefore,the difference between the construction of systems with different contents does not lie in whether they are in a perfect or imperfect state,but in what specific practices are used to promote the construction and development of the system.From this perspective,the construction of the party’s leadership system shows a cyclical and spiraling interactive development process of the party’s leadership theory and practice with the system as an intermediary.In this process,the system content of the party’s leadership system is not a scattered list,but contains a high degree of unity between the party’s leadership and the people-centeredness,the party’s leadership and the socialist cause complement each other,and the party’s leadership and the party itself.Establish close-linked and other systemic logic to promote the building of the party’s leadership system is conducive to upholding and guaranteeing the dominant position of the people,ensuring the correct direction and orderly construction of national governance,and promoting the development of the socialist system with Chinese characteristics.Self-improvement and development also provide institutional guarantees for building an advanced political party that shoulders the responsibility of a great mission.However,from a long-term,dynamic,and development perspective,in order to realize the mission requirements of the great dream of national rejuvenation,adapt to the requirements of profound changes in the main contradictions of Chinese society,resolve the requirements of many challenges in the modernization of national governance,and achieve a new historical orientation Under the general requirements of party building,the party’s leadership system needs to be further upheld and improved.It is thus clear that it is of great importance and necessity to adhere to and improve the system of party leadership.However,in the new situation,the system construction still faces some constraints that cannot be ignored.It is necessary to further consider in depth the basic path to strengthen and improve this institutional system in the light of the systematic logic of this system and the development requirements faced.First,under the premise that perpetuating the Party’s original mission is necessary to adhere to the leadership of the CPC,focusing on the minority of Party members and cadres within the Party the optimization of the corresponding system in response to the weaknesses.The goal and direction of the construction of the Party’s leadership system for the modernization of the national governance system and governance capacity is to provide institutional guarantee for adhering to and strengthening the Party’s overall leadership,giving full play to the Party’s leadership advantages in national governance,and thus realizing the Chinese dream of the great rejuvenation of the Chinese nation.In order to continuously promote the improvement and development of the Party’s leadership system,it is of certain theoretical value and practical significance to think systematically from the above five aspects.
