Research On The Institutional Leadership Of The Communist Party Of China In The New Era

The institutional leadership of the Communist Party of China refers to the comprehensive ability of the party to integrate its basic values and strategic objectives into the various systems of the party and the state,guide the cognition of Party organizations and Party members in the way of system,standardize their behavior,and finally realize the strategic objectives of the party.Institutional leadership does not overemphasize the role of the leading body,but does not only focus on the system,but emphasizes the organic combination of the role of the system and the role of the leading body.In essence,it is an institutionalized force containing the initiative of the leading body.Specifically,the composition of institutional leadership includes four basic elements: Institutional cognition,institutional construction,institutional execution and institutional guarantee.Promoting the modernization of national governance and building a modern socialist country in an all-round way first require adhering to and strengthening the party’s leadership,and adhering to and strengthening the party’s leadership must constantly improve the party’s leadership.Strengthening the leadership construction is the inevitable requirement for the CPC to achieve its strategic objectives.The party’s institutional system with democratic centralism as the core is an important source of the party’s leadership.With the promotion of the comprehensive strategy of governing the country according to law and the modernization of national governance,institutional leadership will play an increasingly important role.The party’s leadership will be mainly manifested in institutional leadership,which will become an important guarantee to enhance the party’s leadership and achieve "two maintenance".In addition to the introduction,this paper is divided into four chapters.It mainly expounds the basic issues such as what the CPC’s institutional leadership is,the innovative development of the party’s institutional leadership in the new era,and how to enhance the party’s institutional leadership in the new era.The first chapter mainly analyzes the basic theory of the institutional leadership of the Communist Party of China.Taking the source of the leadership of the Communist Party of China as the starting point,this paper analyzes that the party’s institutional system with democratic centralism as the core is an important source of the party’s leadership,and then analyzes the generation conditions,constituent elements and development elements of the institutional leadership of the Communist Party of China.The second chapter mainly discusses the logical basis of the construction of the CPC’s institutional leadership in the new era.It analyzes the relevant thoughts of Marxist classical writers on institutional leadership,combs the development process of the party’s institutional leadership construction,and summarizes the innovative development of the CPC’s institutional leadership construction in the new era.The third chapter mainly discusses the reality of the leadership construction of the Communist Party of China in the new era.On the one hand,it is an important opportunity for the construction of the party’s institutional leadership,that is,the centralized and unified leadership of the Party Central Committee is stronger,the role of political guidance and political guarantee in comprehensively and strictly governing the party is brought into full play,and the party’s ability to lead and govern the country by means of the rule of law is significantly enhanced.On the other hand,it is the challenge faced by the party’s institutional leadership construction,that is,the institutional leadership construction requires the construction of a complete system,the connection of supporting systems,the strict implementation of existing systems,the strengthening of institutional awareness of Party members and cadres,and higher requirements for institutional supervision.The fourth chapter mainly expounds the ways to enhance the institutional leadership of the Communist Party of China in the new era,mainly including taking the construction of a scientific and complete institutional system as the prerequisite for enhancing institutional leadership,the improvement of institutional capacity as the key link for enhancing institutional leadership,the cultivation of deep institutional spirit as the ideological basis for enhancing institutional leadership,and the optimization of institutional evaluation system to enhance the supervision and guarantee of institutional leadership.
