Insisting on arming the whole Party with Marxist theory and consolidating and developing socialist ideology is a foundation project for our country.It is the political advantage and an excellent tradition of the Communist Party of China.Since the establishment of the Communist Party of China a hundred years ago,it has always adhered to the spirit of reformation and innovation to promote the building of socialist ideological leadership,which has greatly stimulated the Party’s initiative,enthusiasm and creativity in the revolution,construction,reformation of the new era,and has continued to consolidate the same ideological foundation of the whole Party and all the communities in the country to work together.The ideological work is the fundamental guarantee for the Party to improve its governing ability and maintain its progressiveness,which is related to the way for our country to go and the national political security.At present,the overall situation in the field of ideology in China is improving,the theme is very bright,the positive energy is more powerful,and the socialism ideology is getting stronger.However,we must be soberly aware that it can not be peaceful for the ideological fights and the situation is complex.In recent years,the competition between China and other countries is getting furious.We are also facing the continuous impact of the COVID-19,it has gradually highlighted the struggle in the ideological field,and the risk can not be invisible.Western ideologies have diversified forms of infiltration and is perfectly hiding underneath.Domestic diversified social thoughts have launched in the ideological confrontation.The Internet era has intensified the conflict of value differentiation,which has impacted the status of China’s mainstream ideology.This requires the Communist Party of China to maintain political resolution,enhance the sense of hardship,and be highly vigilant and guard against the risks and challenges in the ideological field.We will comprehensively improve the Party’s ideological capacity,and firmly grasp the Party’s ideological leadership.To do that,we need more firm belief,stronger leadership and more effective measures.To consolidate and enhance the mainstream ideological and public opinion in the new era is the most important thing we need to do right now.Focusing on the construction of the Party’s ideological leadership in the new era,this paper combs the theoretical development and historical process of ideological leadership construction,comprehensively summarizes the theoretical achievements and practical experience of the Party’s ideological leadership construction,and deeply explores the path of the Party’s ideological leadership construction in the new era.In terms of research ideas and framework structure,this paper follows the general idea of integrating theory with practice.In the six chapters of the main part of the paper,it discusses the theoretical source,historical process,basic principles and objectives of the ideology leadership construction thoughts,analyzes the era background of the ideology leadership construction in the new times,and summarizes the great achievements and task requirements of the ideology leadership construction,deeply study the organizational leadership,system building and capacity construction of ideological leadership.Using the methods of comparative analysis,text analysis,stratum analysis,theory and practice,on the basis of the original theoretical research,we have formed some innovative and breakthrough research results.The first part explores the theoretical source and historical experience of ideological leadership.Starting from the basic concept of ideology,this paper explains the profound connotation of ideological leadership,and indicates that ideological construction is the soul of country development and is a wind vane for the development of the cause of the Party and the country.Starting with the theory of ideological leadership of Marx,Engels and Lenin,and combining with the practical experience of the proletariat in seizing ideological leadership,this paper deeply analyzes the core ideas of Marxist ideological leadership theory.On this basis,it summarizes the innovative achievements of the construction of the Party’s leading ideology,and summarizes the historical experience of the Party in carrying out ideological work in the revolution,construction,reform and the new era,in combination with the historical development process of the CPC exploring,seizing and consolidating the leadership of ideology.The second part expounds the new position and requirements of the construction of ideological leadership in the new era.To adhere to and develop the socialism with Chinese characteristics,we must grasp the characteristics and face the challenges of the times.As socialism with Chinese characteristics has entered a new era,China has achieved a great leap from catching up with the times to leading the times.It is the basic requirement of the Party for ideological work in the new era to make the soul for the country and the nations to develop the cohesion for the cause of the Party and the country.The Communist Party of China has always adhered to the guiding role of Marxism in the ideological field and the idea of closely combining China’s socialist modernization drive,and strengthened the Party’s overall leadership over ideological work by taking building on foundation and building on innovation at the same time.Starting from the root cause of the problems,we should correctly guide the publicity and ideological work in the new era to make new progress.Now,China has entered the Fourteenth Five Year Plan period.The Central Committee of the Communist Party of China,being at the starting of a new journey,has put forward new requirements and tasks for ideological work,and has asked higher requirements for the forward-looking,overall and continuity of the construction of ideological leadership.We must clarify the important position of the construction of ideological leadership,maintain our ideological security,guard against the permeation and erosion of western ideology,and strive for our international voice in the ideological field.The third part clarifies the guiding ideology and fundamental principles of China’s ideological leadership construction in the new era.Since Eighteen National Congress of the CPC,the General Secretary Xi Jinping clearly pointed out that we need to adhere to cardinal principles of the conduct publicity and Party controlled ideology.To put the guiding role of Marxism in the ideological field in the first place,we also need to promote the formation of a socialist ideology about people being first.It comprehensively expounds the goal and requirements of the construction of ideological leadership,which is to build a socialist ideology with strong cohesion and leadership,and maintain the leading position of China’s mainstream ideology.We need to build a socialist spiritual civilization with strong vitality and creativity,and enhance the cohesion of the socialist society;To build the soft culture of China with strong appeal and influence and achieve the goal of building a stronger socialist cultural power.Proceeding from the principle of the unity of the Party spirit and the people,the combination of integrity and innovation,and the consistency of positive publicity and public opinion struggle,ideological work should combine solving ideological problems with solving practical problems.It should not only reflect the lofty ideal of socialism,but also closely link with people’s ideological reality at this stage to enhance the influence and persuasiveness of socialist ideology.The fourth part analyzes the social basis and organizational carrier of China’s ideological leadership construction in the new era.Socialism with Chinese characteristics has strong advantages,vitality and potential.It is a strong guarantee to promote ideological work in the new era and lay a solid foundation for the construction of ideological leadership.Since the new era,economic development has been more balanced,coordinated and sustainable,these all provide a solid material basis for the construction of ideological leadership.Socialist ideology has flourished on construction and management.Socialist ideology is the precision power of the socialist system with Chinese characteristics and should be fully exhibited in various specific systems.We will strengthen the Party’s standardization of news and public opinion positions,university publicity positions and network publicity positions,further strengthen the construction of publicity and ideological positions,and ensure that the management system of publicity positions is in place.Strictly implement the responsibility system for ideological work,improve the supervision mechanism for ideological work,implement the inner-party accountability system for ideological work,ensure the progressiveness and purity of the party,resist the breeding of corruption,and provide institutional guarantees for the construction of the party’s ideological leadership.The sixth part elaborates on strengthening the Party’s ideological leadership in the new era.The construction of ideological ability is the top priority of ideological work,and the quality and ability of the ideological work team is directly related to the effectiveness of ideological work.In the new era,the Party’s ideological work puts forward higher requirements for the ideological ability of leading cadres.This is not only because the ideological work needs to be carried out by leading cadres,but also because their words and
