Medical care as the elementary welfare course for the sake of folks is closely related to the public happiness index. In recent years, our government has made increasingly great investment into the medical care and taken a series of measures to improve and security medical service in our country. Meanwhile, people are making constant complaints about the current medical system and the multitudes feel that they have burdened so heavy economic pressure when seeing doctors. That means there is an urgent need to reform and superiority the current medical system, since the present system is a bit far from pubic anticipation. In view of its core status in medical care, the economy and reliability of pharmaceutical supply will influence the prospect of our public medical care, and even affect public satisfaction with the medical system.At present, those public hospitals, like Jiangxi province and even other provinces, are all taking centralized purchasing pharmaceuticals in its own province. This type of purchasing provides patients with the more economical medical service through the reduction of pharmaceutical purchasing price. However, there have seemed a series of problems under this type; and also, its ability of reducing pharmaceutical price is remote from what is expected. This paper will focus on the problems that the higher price of purchasing pharmaceuticals in public hospitals and the lower reliability of pharmaceutical supply and give a responding and theoretical solution in the perspectives of optimizing the flow of centralized purchasing, improving hospital's pretesting and pre-warning ability, and optimizing pharmaceuticals inventory. On the basis of investigated data, there is an indeed case analysis of the problems mentioned above and a validation on the given theories. In the whole, this paper has made the following researches:Firstly, the model of quantitative evaluation of bidding with the exception of price factor is proposed in order to conquer the rent-seeking which is probably caused by the lack of subjectivity and rationality in the current evaluation of bidding process. The quality of purchasing pharmaceuticals, rate of punctual delivery and massive purchasing will be taken into purchasing cost and the purchasing pharmaceuticals flow which combines anti-auction with bidding technology is proposed. This can do contribution to justice, equality and publicity in the evaluating and bidding process.Secondly, the paper establishes pharmaceutical demand forecasting and shortage warning model to problem of solving shortage of pharmaceutical. As a special merchandise of healing the wounded and rescue the dying, pharmaceutical has strong humanitarianism, so its supply should be stable and reliable. Aiming to problem of pharmaceutical shortage, the paper set up pharmaceutical demand forecasting model based on ANN optimized by GA in aspect of inside and outside hospital. Meanwhile pharmaceutical shortage warning model is established to assist hospital to adopt measure and optimize avoiding the side effect and risk for pharmaceutical shortage.Thirdly, in order to cut down supply chain inventory and optimize funds, this paper puts forward pharmaceutical joint-inventory leading model and calculating model on inventory. Though joint-inventory can reduce the globe level of supply chain inventory, how to cope with safety inventory level of distribution center in joint inventory can meet demand, which is still limited exploration in this field. In view of this situation, the paper sets up a mathematics model on safety inventory level under joint inventory and use system dynamics to get simulation, so as to prove the validity of this calculating model on safety inventory and the benefit of joint inventory for reducing the global level of pharmaceutical supply chain inventory and improving fund flow. In combination of the actual situation in pharmaceutical field, this paper brings forward three leading models of pharmaceutical joint-inventory and takes corresponding analysis upon their advantages and disadvantages. The analysis is expected to provide a richer and more pointed theoretical support for related institutions adopting joint inventory and to improve its success rate.Finally, this paper also comes out its conclusion and expectation for future based on the above research.
