Since Chinese reform and opening up,China's economy has been marked improvement in the lives of the people,and there has maintained rapid development.Meanwhile,the development of national economy also brings multiple problems to our country's energy supply and ecological environment.As a pillar industry of the national economy development,the fast developing automobile industry play an important role in stabilizing growth and ensuring employment.However,a rapid rise in car ownership also has a huge pressure on resources and environment,which is mainly reflected in the rapid increase of automobile use,which brings massive oil consumption,carbon dioxide emissions and other environmental pollution problems.As an important part of promoting green and high-quality development,the state attaches great importance to it and puts forward an important policy to promote the transformation and upgrading of the automobile industry by adjusting the consumption structure of automobile energy and power.It will be the focus to promote the solution of China's energy security and reduce carbon emissions.Generally speaking,the transformation direction of China's automobile industry is electrification,intelligence and sharing.The electrification,that is,the transformation of power to new energy,is the focus of the transformation and upgrading of China's automobile industry at present and in the future.Automobile industry has the characteristics of long industrial chain,high industrial output value and great economic impact.Any change on automobile industry will bring an impact to the related industries and economy.In order to analyze the energy and environmental impact of China's automobile industry power electrification transformation policy on related industries and the overall economic,this paper constructs the corresponding quantitative analysis framework based on the CGE theoretical model,trying to give the energy and environmental effect measurement of the automobile industry electric transformation policy,analyze and evaluate the relevant policy effect.It provides empirical data support for the implementation of the national high-quality green development strategy and the policy evaluation of promoting the transformation and upgrading of the automobile industry,which has important practical significance.The research framework of this paper:1)Introduction.Putting forward the research background,reviewing the relevant literature,and giving the research ideas and framework.2)Research basis.Based on the general equilibrium theory,input-output theory,computable general equilibrium(CGE)model and social accounting matrix(SAM),the research basis of this paper is formed.3)China's automobile industry development policy.Give the review and evaluation of the development and transformation and upgrading of the automobile industry,and summarize the relevant policies.4)Construction of CGE model of automobile industry energy environment Based on the relationship between automobile industry and energy environment,the industrial sectors of national economy are divided and the relevant mechanism model is constructed.5)SAM matrix compilation.Based on the input-output table of China in 2017,the corresponding SAM matrix is prepared to provide mechanism data basis for solving CGE model.6)Measurement and evaluation of energy and environment effects on automobile industry related policies.Including carbon tax policy,electricity subsidy policy and New energy vehicle development policy.7)Research conclusionThis paper has carried out innovative work in the following aspects.It is different from the evaluation of CGE model for macro policy.In this paper,based on the evaluation needs of China's structural control policies for micro target precise implementation,the micro support policies related to new energy of automobile industry and macro carbon tax policies are introduced into CGE model,and the simulation measurement and evaluation framework of policy effect is constructed.The main work includes:1)Put forward the measurement and evaluate the impact of new energy power conversion on energy environment in China's automobile industry;2)Based on the relationship between automobile industry and energy environment,this paper divides the industrial sectors of national economy and constructs relevant CGE mechanism model;3)Based on the input-output table of China in 2017,this paper establish the corresponding SAM matrix;4)It promotes the simulation measurement and evaluation of energy environment effect of new energy conversion policy in automobile industry.The results show:1)The promotion of new energy vehicles could significantly reduce energy consumption and carbon emission.The proportion of reduction increases with the increase of the proportion of new energy vehicles.At present,due to the technical bottleneck,the cost of new energy vehicles is generally higher than the average cost of traditional fuel vehicles At the present stage,with the technical level of new energy vehicles,a substantial increase in the proportion of new energy vehicles will increase social and economic costs,and have a certain inhibitory effect on GDP,investment and social welfare;2)Carbon tax has positive effect on energy consumption and carbon emission,meanwhile the economy,investment and well-being will be adversely affected.The collection of carbon taxes must coordinate with the stages of economic growth and technological level;3)Electricity subsidy has positive effect on fossil fuels consumption,coal in particular,and carbon emission.Meanwhile Electricity subsidy also have positive effect on economy and well-being.It will promote the implementation of the policy.
