The state should deal with the relationship between development and environment protection,and one of its main tasks is to maintain the control of the environmental quality and handle issues and problems related to environment.The outcome of environmental policies indicates the strength of state infrastructural power.China has long been facing with tremendous challenges from environmental crisis,which comes after its quick economic growth since 1980s.Governing environment falls far behind the economic development.This research focuses on "how the state reaches its goal of dealing with environment issues",and tries to discuss the"paradigm of development-first" in China,as well as its supportive institutions,and finds the factors that influence the mechanism of the environmental protection system.The research will check the local governments and its environmental performance under the background of China's macro social-political development,and tries to clarify the logic and mechanism of different agents.Finally,the research would bring out the conceptual framework "involvement and soft-constraints of the political regulation and accountability system",making it clear that such informal institutions would undermine the state infrastructural power,which is largely maintained by the state bureaucratic system,and the resort to political mobilization will construct struggle inside political system and overload burdens on governments at grassroots level,which is destructive to the relationship between state and society.
