Research On Transnational Urban Climate Networks Under The Concept Of Global Localist Governance

Glocalism governance refers to the concept and practice of governing global public affairs though effective collaboration between global and local mechanisms.Glocalism,glocalization and glocality are three closely related concepts.The world of glocalization is the reality foundation of glocalism,and the public affairs with glocality is the objects of glocalism governance.We live in a world of glocalization,in which globalization and localization go hand in hand.Local features never fade,but consistently renew themselves through the interaction between globalization and localization.Therefore,compared with globalization,glocalization is a more comprehensive description of today's reality.The global problems in today's world exist not only in global space,but also in local places.On global scale,global problems are general and abstract,but in local context,global problems are specific and concrete.Recognizing the glocality of global problems means that more attention should be paid to the multilevel,comprehensiveness and humanity of global problems,so that expanding our way of thinking when researching into global problems.Glocalism governance is put forward in response to the glocality of global problems.In brief,glocalism governance emphasizes the interconnection of different governance levels,the governance method of local adaptation and the participation of citizens in the governance process.Climate change is a typical glocal problem.First,it exists at the global,national and local levels;Second,it has economic,social and political dimensions;Third,it is related to people's health,cultural traditions and perceptions.In sum,climate change,existing in multilevel,is a comprehensive issue with close relation to everyone's daily life.Therefore,as a governance philosophy,glocalism has a strong suitability to deal with climate change.In global climate governance,cities and transnational municipal climate networks(TMCNs)have taken more and more climate actions,offering realistic possibilities for applying glocalism into climate governance.According to the research of three most representative global TMCNs,although there are a lot of different types of TMCNs,they have been making steady progress in common efforts from diachronic perspective and are complementary to each other from synchronic perspective.In this case,we can draw such a conclusion that global TMCNs as a whole can be regarded as the local level of climate governance.The analytical framework of glocalism climate governance can highlight the governance characteristics and advantages of TMCNs in global climate governance.Through the analysis in this paper,we can see that,first,the TMCNs connects different governance levels through the localization of global climate issues and the globalization of local climate governance.Second,TMCNs regard sustainable development as policy framework to make the climate policy suitable for the different local conditions,which institutionally guaranteed by network management.Third,TMCNs prompt the citizen to make their own contribution to climate governance through publicity,education and providing opportunities and channels.However,neither the international climate treaty system at the global governance level nor the TMCNs at the local governance level can deal with the global climate change independently.The development of climate governance under glocalism needs mutual support and strengthened cooperation between these two mechanisms.Climate governance under glocalism has a good prospect.Firstly,multi-center climate governance has become an irreversible trend,and the climate actions of nonstate actors are increasingly attached importance.The recognition and legitimacy of cities and TMCNs in global climate governance have been continuously enhanced.Secondly,TMCNs is complementary to the international climate treaty system from three aspects.From the perspective of governance level,it can promote the domestic level to cooperate with the international level to fulfill the treaty.From the perspective of governance content,it is conducive to push ahead both climate mitigation and climate adaptation.From the perspective of governance approach,it can motivate capacity building and alleviate the frictions in responsibility distribution at the same time.Thirdly,the openness of the United Nations Climate Change Conference and the coordinating role it plays provide a favorable policy environment for the legalization,institutionalization and normalization of the interaction and cooperation between the international climate treaty system and the TMCNs.
