Emergency logistics is an important part of the emergency management system.The purpose of emergency logistics is to distribute emergency supplies to the victims as soon as possible,in order to mitigate the suffering of victims and decrease the dam-age.The core insight of emergency logistics is "victim-oriented",which means that decision-makers should consider the actual feelings and reaonable demands of victims from an overall perspective,and make decisions based on practical situations.How-ever,unluckily,either in practical or in research,decisions are usually made on the stand of decision-makers,without considering the feelings of victims.This may make the situation out of control or even lead to the failure of emergency operations.This article aims to establish an emergency logistics mathematical programming model framework based on the emergency logistics contexts,uses the framework to sys-tematically review and categorize current emergency logistics mathematical program-ming models,and then makes some improvements from victim-oriented perspective.In details,we will make some adjustments from the perspectives of objective function and phase of emergency.For three kinds of objective functions(effectiveness,cost and equity),we suggest to use quantified human suffering functions to measure effective-ness,measure efficiency instead of cost,and take perceived imbalance into consisera-tion when measuring equity.For the preparedness and response phase of emergency,we suggest to make demand predictions in preparedness phase and determine the decision-making mode as soon as possible in response phase.Through the improvements above,we get the new model framework,which not only takes victim-oriented idea into ac-count,but also benefits the decision-making process.This article makes contributions from both theoretical and practical perspectives.From theoretical perspective,the emergency logistics mathematical programming model framework proposed in this paper uses a context-driven structure instead of a problem-driven one,which systematically structures current modelling studies.The paper de-velops the study of quantified human suffering functions.It further discusses the draw-backs and strengths of deprivation cost and deprivation level,along with their rela-tionships and conditions to use.What's more,the paper proposes efficiency and cost-effectiveness based on deprivation level,which benefits the development of deprivation level theory.The paper also takes perceived imbalance into consideration,which com-bines the psychology,social behaviour and game theory and fills the relevant research gaps.From practical perspective,the paper uses bonus in augmenting fixed framework agreements to improve the effectiveness and efficiency of emergency logistics,which shows the practical application of quantified human suffering functions.The paper also shows that ignoring perceived imbalance may lead to huge utility loss,which may be a lesson to decision-makers.Finally,the model framework proposed and improved in this paper better explains and represents the idea of victim-oriented,which may help decision-maker have a comprehensive understanding of emergency logistics problems and make better decisions.
