With natural disasters occurring frequently, the importance of emergency activities is more and more obvious.In occasion of a serious incident, policymakers should make emergency resource allocation and scheduling solute as soon as possibly, which implement the great significance for disaster control and emergency activities smoothly. On the basis of research at home and abroad, this paper introduces the characteristics, emergency logistics concepts and background, summar-izes the emergency logistics present situation and significance, further introduces management theory of emergency logistics.For the scheduling problem of emergency logistics, there are three parts in this paper as following:First, for one-time consumption system, this paper studies many rescue points, single emergency point, and demands a single supply. The dual-objective programming model is given to make emergency beginning time early and cost minimum. Lexicographic method combined with model is designed for solving it. Based on this, many rescue and emergency points are discussed in further and the solving algorithm is designed, through a numerical example validating the feasibility of the presented algorithm.Second, considering actual environment as a sudden incident, there will be many uncertain factors, therefore resource scheduling is studied under uncertain environment. This paper mainly studies the two kinds of uncertain factors. One is the uncertainty of transportation time, the other is the transportation fees to be the interval and materials demand to be random. So we establish a dual-objective programming model, using the chance constrained stochastic programming method to turn the uncertain constraint conditions into their equivalent deterministic constraint conditions and further combine with model features to design an algorithm.Third, to differentiate one-time consumption, it studies scheduling problem of emergency supplies under the condition of continuous consumption, establishes dual-objective programming model of the earliest emergency time and minimum the cost. Giving the algorithm, it combines with numerical examples and validates the effectiveness of the proposed algorithm.
