A review of the literature and other sources related to technology development and acquisition by U.S. Department of Defense (DoD) revealed that there is the need for a dynamic and robust cost benefit analysis approach to DoD's technology transition. Technology development starts after an analysis of alternative (AoA) at Milestone A. It is, therefore, imperative to have a robust model for comparing the alternative technology solutions at Milestone A to select the best alternative prior to committing funds and efforts to subsequent technology transitions. The specific objective of this research was to satisfy the need for a robust methodology to establish quantitative criteria to be used for decision making during the AoA stage of the systems engineering process of technology transition and development at DoD. |
