China Electronics Technology Group M Institute(The M Institute for short)is a key military enterprise in China,which focuses on the research,development and manufacture of systems and relevant antennas for military and civilian satellite communication,remote sensing and telemetry & telecontrol.As the requirement for communication-information integrated giant system technology becomes more and more urgent,the integrated system place strict demand on antenna quality and integrated design technology.At the same time,the digital and active antenna has already been applied in dozens of satellite communication and detection systems,in accordance with the tide of the times.The M Institute is also transforming the mode of the design,production and management of traditional parabolic antennas into new ones.However,such transformation is extensive and plain.If the M Institute wants to be more competitive,it is necessary to combine the external environmental factors and the enterprises' own resources,in accordance with the practical antenna technology development trend and the vision and objectives of the enterprise,in order to choose the most suitable strategy or strategy combinations for their own development,so that the productivity and quality can be improved and the cost of products can be decreased rapidly and effectively.This paper analyzes the domestic and foreign antenna technology development as the starting point,and then fully investigates the antenna technology status and antenna product management status of the M Institute.Guided by the fundamental management theory of antenna product development,the strategy for antenna development management is proposed.The strategy includes the following factors: unified centralized management,antenna miniaturization,broadband antenna,digital antenna,active antenna,antenna productivity and the construction of institutions and talent teams.In the layout of the antenna technology development,attentions should be concentrated on antenna miniaturization,broadband antenna,digital antenna,active antenna;the integrated design technology of antennas and radio-frequency components is selected as framework architecture;by fully employing the advantage of the multi-major fusion,comprehensively improves the competitions of the M institute to fully satisfy the requirement of domestic and foreign antenna market.In view of the actual antenna development management system,this paper puts forward the responsibilities and structure of the M institute's antenna management agency.The aim is to ensure that the process management can be operated efficiently and effectively,and avoid the situation of inefficient communication and product manufacture delay.Scientific and superior personnel team construction program is established based on the analysis of the needs for talents;the M Institute organizes team building and relevant training for the technical staff according to the status of the antenna process management,to make sure the technical staffs have the needed basic qualities;through building the performance assessment salary policy for antenna technical staffs with fair,just and open examining standards,the staffs will work hard to improve antenna design,which has a positive impact on the institute's development;the reasonable incentive program,different for specific positions and staffs,can accelerate technic staff to make self-improvement and improve staff's sense of identity to the M Institute.The proposed antenna process management strategy will be tentatively applied to the actual management operation of the M institute.The antenna process development and antenna product quality will be remarkably improved,and the competition of the M institute's antenna product will be greatly improved,and the requirement of the antenna development project is fulfilled.
