Does a state-level EDT agency's organizational culture reflect how EDT information is used? Two case studies on the implementation of prescription monitoring in Oklahoma and Massachusetts

Abstract/Summary:
This dissertation focuses on protective regulatory policy instruments as applied to prescription drug diversion (PDD) in two states: Oklahoma and Massachusetts.; This research focuses on the administration of electronic data transmission programs (EDTs) as state-level PMPs within Oklahoma and Massachusetts. Particularly, a subject this former DEA diversion investigator has studied for the past eleven years. A framework for analysis was employed to display what was found after data were collected. Oklahoma has administered its system through a law enforcement organizational model. Massachusetts on the other hand, has administered its system through a public health organizational model. This research sought to determine if these types of models, produce any discernible differences in how PDD is addressed.; The types of policy tools used to address PDD rely upon the decisions made by public policy makers. This dissertation's first question asked How does organizational culture in each of these state systems shape the implementation of public policy? The second question asked by this dissertation was If EDT systems are used primarily to perform an identification role, in terms of the prescrrbees and the schedule II drugs prescribed, how has this information been used in each state to address prescription drug diversion? Additionally, this dissertation hypothesized that organizational culture influences the manner in which the type of agency authorized to implement an EDT system, actually administers that system, such that EDTs administered by law enforcement agencies tend to skew focus toward punishment, while EDTs administered by public health agencies tend to skew focus toward treatment. This research is consistent with scholarly notions that studies of this nature should emphasize a focus on process. Thus, this study includes an analysis of the intentions of the respective EDT systems.; The field of criminology has held at least two professional perspectives for at least a century on the issue of what to do with people convicted of a crime. Gottfredson and Hirschi tell us that the quandary between punishment and treatment/rehabilitation has created numerous policy changes on how crime is addressed by society. This research examines this professional quandary and provides some systematic understanding of how this quandary's existence impacts the manner in which PDD has been addressed.
