This case study examined a complex organizational change process set off by the initiation of an enterprise architecture (EA) governance model within a north-central state government. The primary research question posed to a variety of information technology (IT) stakeholders involved in the implementation of the EA process was: "Have the changes in process improved the effectiveness of IT services from the viewpoint of the stakeholders?" Serving as a participant observer, the researcher collected empirical material through a survey, observation, interviews, and document collection. The findings corroborate the literature that EA is perceived as a means in improving IT effectiveness and provide public sector leaders with a formal assessment of a state level organizational change brought about by the EA process.
