| On July 10,2017,the Ministry of Industry and Information Technology released the Action Plan for Cultivation and Development of Emergency Industries(2017-2019),which specifies that it is necessary to further raise the level of development of China's emergency industries by 2019 and cultivate about 10 large and medium-sized enterprises with core competitiveness Enterprise groups,set up about 20 national emergency industry demonstration bases with outstanding features and 30 reserve bases for emergency material production capacity,complete solutions for comprehensive application of emergency products and services in more than 20 typical areas,and basically establish and respond to the needs of emergencies Matching,and manufacturing and service industry development fit the emergency industry system.However,the emergency industry belongs to the strategic emerging industries and the science and technology leading industries.Since the State Council General Office released the Opinions on Accelerating the Development of Emergency Industries in December 2014,the emergency industry in our country has developed rapidly.As the industry accelerates,the public and the country's demand for emergency products has increased,and urgent industrial agglomeration cannot be delayed.What is the formation mechanism of emergency industry agglomeration?How to evaluate the performance of emergency industry agglomeration? How can we accelerate the development of emergency industries by accelerating the concentration of emergency industries? This article has carried on the analysis,the research.This article first summarizes the emergency industry,industrial agglomeration,performance evaluation theory.Secondly,the status quo of emergency industry agglomeration at home and abroad is compared.By analyzing the phenomenon of emergency industry agglomeration in the United States,Japan and Germany,and comparing the phenomenon and characteristics of emergency industry agglomeration in China,we can draw the conclusion that the development of emergency industry agglomeration park and the role of government in emergency industry development.In the different,summed up the similarities and differences of development of emergency industries in various countries and development path.Analyzing again themechanism and reason of the formation of emergency industry agglomeration,it is considered that the formation of emergency industry agglomeration in our country is mainly due to the following four aspects: First,the layout of government-led emergency industry;Second,the emergency product market affects the emergency industry;Third,technological innovation promotes the emergency industry Fourth,government,emergency products market and the common fusion path of scientific and technological innovation to promote emergency industrial agglomeration.The three paths of government,emergency product market and technological innovation do not play a single role.Only through the joint action of the three paths can we cultivate the superior emergency enterprises,enhance the innovation ability of the emergency industries and promote the formation of emergency industries.This article also measures the concentration of emergency industry in our country.The methods of measuring industrial agglomeration,such as location entropy,spatial Gini coefficient,EG index and concentration index,are introduced.Then,the data of emergency industry in 31 provinces and cities are selected.Using the location entropy index,space Gini index and EG index According to the above data,GIS is used to reflect the agglomeration situation of the emergency industry sub-industries to the geographical position and visually display the current situation of agglomeration in China's emergency industry sub-sectors.Then we evaluate the performance of emergency industry in our country,construct the explanatory structure model of influencing factors of emergency industry agglomeration by using ISM method,research the economic performance,social performance and environmental performance of emergency industry agglomeration according to the influencing factors extracted from internal and external environment Discuss the comprehensive value of emergency industry agglomeration.Specifically,the SE-DEA model is used to evaluate the economic performance of industrial agglomeration.The TOPSIS evaluation model of entropy is selected to evaluate the social performance of emergency industry.The gray relational analysis model is used to evaluate the environmental performance of emergency industrial agglomeration.Through the above methods,we make a horizontal and vertical evaluation of the emergency industry performance,and finally come to the level ranking of the different performance factors in each province and city.Pointed out that the formation ofemergency industry agglomeration both the external factors,but also the promotion of internal demand is the result of many factors together,and the relationship between enterprises,the impact of the market are inseparable.Also pointed out that the performance of the emergency industry includes both internal drivers,but also external drivers,such as economic development,science and technology development,science and technology expenditure,telephone penetration and other factors.Finally,the main conclusions of this paper are summarized according to the formation mechanism,influencing factors and performance of the emergency industry agglomeration studied in the previous section:(1)the emergence of emergency industry agglomeration must be the result of the joint action of government,market regulation and scientific innovation.(2)The industrial security sectors in the industry segment have the most agglomeration advantages and the disaster prevention and reduction sectors are the least agglomerated,and all industries have their geographical features.(3)The economic performance of emergency industries in all provinces and municipalities shows a basically steady trend with varying social performance some provinces and cities showed gradual improvement in environmental performance. |
