The future of Chinese economy is only to take the road of sustainabledevelopment. China has entered the middle stage of industrialization and heavyindustrialization, and the urbanization has entered the stage of rapid development, soit will produce the enormous pressure on industrial energy and the environment. It isneither desirable nor practical to achieve energy-saving emission reduction target atthe cost of sacrifice of industrialization and urbanization, and it is the fundamentalway to achieve industrial development, urbanization and energy and environmentaldevelopment only through technological innovation to improve total factor energyefficiency industry. As an important medium of urbanization and industrialization,interaction and influence, industrial clusters can provide the possibility for cleanindustrial enterprise green technology spillover, so it is conducive to saving energyconsumption in industry. Therefore, if we want to achieve the dual goals of economicgrowth and energy saving and emission reduction, we must take urbanization andindustrialization into the same research system.Based on the literature review and the analysis of the present situation ofurbanization and industrial agglomeration in the Pan Pearl River Delta Region, wedeeply analyze the influence of urbanization and industrial agglomeration on totalfactor energy efficiency of industry based on panel data during2000-2011. Researchresults show that, there exists negative effect of urbanization and industrialization ontotal factor energy efficiency of industry in the Pan Pearl River Delta Region, andindustrial agglomeration is conducive to the improvement of total factor energyefficiency of industry. There is a complementary relationship betweenindustrialization and urbanization, and the industrialization plays a positive effect onthe industrial energy-saving emission reduction when the level of urbanization rises.There is no U relation between total factor energy efficiency of industry andurbanization, but a inverted U type relation between total factor energy efficiency ofindustry and industrial agglomeration. when the industrial agglomeration level islower than the first threshold value of0.217, industry agglomeration has a significanteffect on the total factor energy efficiency of industry in the Pan Pearl River DeltaRegion. When the level of industrial agglomeration is between the threshold value of0.217and the second threshold values of0.351, industry agglomeration is not obvious on the total factor energy efficiency of industry. Once crossing the second threshold avalue of0.351, there exists negative impact on industrial agglomeration total factorenergy efficiency. But considering into the space effect, there is a obvious Urelationship between factor energy efficiency of industry and urbanization, which isbecause of the spatial diffusion effect in the Pan Pearl River Delta Region. Finally,from the perspective of speeding up the process of urbanization and focusing on thequality of urbanization, strengthening the degree of industrial agglomeration andregional cooperation, increasing industrial energy supply and promoting the threeaspects of energy prices and tax reform, we provide some corresponding policyrecommendations on how to promote total factor energy efficiency of industry toachieve the goal of energy-saving emission reduction.
