The regional disharmony of China’s economic development is manifested by the fact that the eastern region is obviously stronger than the western region,and the gap between the two regions is widening.The regional development gap has its historical and basic reasons,but since the national innovation development background,the main problem is the regional innovation efficiency difference.Innovation efficiency difference has become an important characterization of regional differences in China,and will become the core factor affecting regional competitiveness and economic development.What is the relationship between innovation efficiency and economic growth? What is the distribution efficiency of regional innovation in China? What are the effects of regional links(spatial effects)on innovation efficiency? Can innovation efficiency promote regional economic convergence? How can we improve regional innovation efficiency and promote regional coordinated development? These problems become an unavoidable problem in the development of regional economy.Therefore,it is of great theoretical and practical significance to study the impact mechanism of innovation efficiency on economic growth,to analyze the influencing factors of regional innovation efficiency,and to empirically analyze the relationship between regional innovation efficiency and economic growth.Firstly,based on the endogenous growth model of product variety increase,the relationship between innovation efficiency and economic growth is established by introducing R&D efficiency and commercialization efficiency,and then the relationship between innovation efficiency and economic growth is analyzed by using partial equilibrium analysis method.This paper uses stochastic frontier method to measure the efficiency of regional innovation in China from 2009 to 2016,tests the convergence of regional innovation efficiency,and uses Tobit regression model to analyze the influencing factors of regional innovation efficiency;at the same time,it establishes a spatial econometric model to study the impact of innovation efficiency on economic growth.Finally,some suggestions are put forward to improve regional innovation efficiency and promote economic growth.The results of the study show that:(1)The impact of innovation on economic growth is played by improving total factor productivity.The improvement of innovation efficiency will help improve TFP and further increase the rate of economic growth,that is,innovation efficiency is positively related to economic growth.(2)The improvement of R&D efficiency helps to optimize the allocation of production factors,improve the quality of production factors and use efficiency,and thus can increase the rate of economic growth.The commercialization efficiency of scientific and technological achievements has increased the variety and quality of products,and is conducive to the enhancement of economic growth rate.(3)From the perspective of R&D efficiency or commercialization efficiency,the eastern region is in a relatively leading position,followed by the central region,and the western region has the lowest innovation efficiency.The efficiency of China’s regional new product innovation is significantly lower than that of R&D efficiency.Except a few developed areas that private economy is booming,most of regions in China are not performing well in promoting the transfer and transformation of scientific and technological achievements.(4)Considering the influence of spatial effects,the club division of regional innovation efficiency is more reasonable than the traditional Club Division.There is no overall beta convergence in China’s regional innovation efficiency,but there are two big club convergence phenomena.(5)The local government’s supports for innovation is helpful to improve the efficiency of R&D,but the promoting effect on new product development efficiency is not obvious;the interaction among innovation subjects is helpful to improve the efficiency of R&D efficiency and commercialization efficiency;the knowledge spillover is helpful to improve R&D efficiency,but not for commercialization efficiency;the stock of knowledge is helpful to improve R&D efficiency in statistical sense,but not for commercialization efficiency;the labor force quality level for R&D efficiency is not obvious,but is conducive to enhancing the efficiency of new product innovation.(6)China’s regional innovation efficiency and economic growth are not completely random,but are influenced by the innovation efficiency of other regions with similar spatial characteristics and shows a phenomenon of agglomeration in the geographical space.Regional innovation efficiency has a positive impact on economic growth,but not as big as capital and labor force.Innovation has not yet become the main driving force to promote regional economic growth in China.Although China’s economic growth has spillover effects among provinces,the spillover effect is not large compared with innovation efficiency,capital and human resouces,and the radiation driving effect of regional growth pole remains to be enhanced. |
