The natural resources and environmental constraints of the development of China agriculture are increasingly severe.First is that cultivated land are continuing declining,two is the shortage of freshwater resources,three is that irrigation and water conservancy facilities are getting aging seriously,four is the extensive use of fertilizers,pesticides,plastic sheeting and other inputs,resulting in agricultural pollution becoming increasingly serious.In theory,the growth of agricultural economic results from two aspects: one is agricultural production factors,especially the amount of modern agricultural industrial are increase,second is that the progress of agricultural technology,specialization and efficiency enhancing.As China’s industrialization and urbanization process accelerates,agricultural natural resources and environmental control is becoming more and more prominent,and the more material capital will also be restrict by marginal returns,also the agricultural output room has become smaller and smaller by relying on increased investment in natural resources and industrial.International experience also shows that it is not sustainability by relying only on input growth to obtain the economic growth.Therefore,research of agricultural technology progress and efficiency is of important practical significance for the sustainable development of agriculture in China.In view of this,using agricultural input and output panel data in 28 provinces from 1984 to 2014 in China,by stochastic frontier production function model and meta-frontier production function model respectively,measuring the region agricultural production technical efficiency and technology gap ratio.On this basis,using Tobit model to explore the influence factors of the region agricultural production technical efficiency and technology gap ratio so that concludes the improvement of agricultural technology efficiency,narrows the regional gap of path choice.Research results show that:(1)using stochastic frontier production function model,the agricultural production technical efficiency of the central region is the highest,the eastern region is the second,and the western region is the lowest.In the model of Meta-frontier production function,the Meta-frontier technical efficiency is decomposed into technique gap ratio and regional technical efficiency.The Meta-frontier technology efficiency in east is higher than that in the central region,the lowest is the western region;technology gap ratio of eastern region id highest while that in the western region is lowest,which means the level of technical efficiency of the eastern part is the closest to the nationwide level,and the level of technical efficiency in the western region are farthest to the nationwide.(2)for different regions,because the natural geographical environment and economic,cultural environment are different,the improvement of agricultural human capital,investment of agricultural scientific research and agricultural production scale will have different impacts on different regions;financial support for agriculture and agricultural intermediate inputs especially material input will positively raise agricultural technical efficiency in the three regions,agriculture intermediate input is still important to improve the efficiency of the agricultural technology;agricultural disaster rate is inhibit to regional agricultural production technology efficiency,the government should increase investment in disaster preparedness and response. |
