A Comparative Study On Innovation And Entrepreneurship Policy Between China And Japan

Entrepreneurship and innovation is one of China’s major strategic arrangements.In the world,the countries which have got a rapidly development will care about it’s own policy about their national innovation and entrepreneurship,and it is also one of the important indicators to reflect the state of economic development and their national economy.Through the study in Japan after the Second World War and gradually establish and improve the policy support system of small and medium-sized enterprises on this basis,gradually adding innovative support measures to SMEs policy based on Transformation of innovation and entrepreneurship policy.With the method of literature analysis,this paper discusses the rapid economic development of China,and the experience gained from the achievements of our country.For example,the Japanese government concentrated force in the financial sector,the government functions of state-owned capital set up scheduling policy financial institutions,complemented by the strength of the financing for small and medium-sized enterprises credit guarantee and insurance capital to participate in the construction of a comprehensive credit guarantee system for financing,innovation and entrepreneurship activities to provide cash flow guarantee capital adequacy.At the same time make full use of financial leverage to stimulate private capital,subject status of enterprises in innovation and entrepreneurship,gradually reduce the dependence on government and enterprises of state-owned capital,and create a favorable legal environment,ensure that each policy according to the law,is the valuable experience for our reference.Japan for its own position is very clear,so that the development of its policies and policies step by step,and fit the actual situation.Therefore,under the guidance of the government,enterprises become the main body of innovation and entrepreneurship,to inject vitality into Japan’s economicdevelopment and enhance its international competitiveness.In addition,this paper uses the comparative analysis method,and the similarities and differences between Japan and China to make recommendations for the policy of innovation and entrepreneurship in China.The traditional culture of Japan and our country have many similarities,many experiences can be used for reference,but Japan also has its own characteristics,and the degree of development and development stage of our country is not the same.Therefore,we should not copy its policy,we must take its essence to its dregs,combined with the actual situation of our country to develop a suitable for China’s national conditions of innovation and Entrepreneurship Policy in order to better promote the further development of China.
