| Accelerating China’s industrial structure transformation and upgrading(ISTU)is an important task for the current development,which is also a powerful guarantee for accelerating China’s economic growth from total growth to structural adjustment and then achieving high-quality development.Since 40 years of the Reform and Opening-up,China’s economic growth has experienced a new kinetic energy conversion from element-driven,investment-driven to innovation-driven.Then,does the innovation-driven strongly promote ISTU?Whether could we seize the new opportunities brought by innovation-driven to accelerate ISTU and upgrade the position in global value chain will be the key to determining to achie’ve high-quality development,enhance global participation and improve international voice.And it is also an important theoretical and practical issue in China today.Based on China’s Innovation-Driven Index building from the multi-dimensional indicators,this paper takes the mechanism of innovation-driven on ISTU as the main line of logic and analyzes the multiple impacts of innovation-driven on ISTU in detail.Finally,the paper puts forward relevant countermeasures and suggestions for accelerating the innovation driving ISTU after combing and learning from the relevant international experience of innovation-driven on ISTU.The paper mainly includes the following six aspects.1.This paper deeply analyzes the mechanism of the impact of innovation-driven on ISTU.Firstly,it roughly analyzes the impact of innovation on output though mathematical models;Secondly,based on the innovation-driven changing the structure of supply and demand,innovation-driven leading to changes in income,innovation-driven deepenning social division of labor,innovation-driven strengthening spatial association and innovation-driven policies guaranteeing industrial development,this paper mainly analyzes the mechanism of innovation-driven affecting the "quantity" and "quality" of industrial structure advancement(ISA)and the industrial structure rationalization(ISR).2.This paper comprehensively measures the innovation-driven index in China.Based on 30 basic indicators of five dimensions including"innovation—driven cognitive basis—innovation-driven main factor input-innovation-driven achievement—innovation-driven diffusion effect—innovation-driven spillover effect”,it estimates China’s innovation-driven index through Principal Component Analysis method.It concludes that:(1)China’s innovation-driven index continues to rise and innovation-driven capability is steadily strengthen;(2)China’s innovation-driven value chain has undergone from "cognitive basis guarantee" and"factor input" collaborative pulling stage to "pushing stage of the achievement",the higher innovation achievement is the key to improving the innovation-driven value chain;(3)The innovative subject with leading innovation contribution transferred from research and development institutions to higher education institutions,and then to industrial enterprises above designated size;(4)The regional difference of innovation-driven capability is large.The long-term regional solidification will further widen the gap and restrict the smooth implementation of China’s comprehensive innovation-driven development strategy.3.This paper tests the direct impact of innovation-driven on ISTU through constructing the common panel model,System-Generalized Method of Moments(SYS-GMM)and panel Quantile Model(QR),the results show that:(1)Innovation-driven can significantly promote the quantity and quality of ISA,but it has no obvious impact on ISR.On the whole,innovation-driven does not promote ISTU;(2)Innovation-driven can only promote the quantity and quality of ISA in low quantile,while it does not significantly promote ISTU in higher quantile due to weak innovation-driven capability;(3)Among the five dimensions of innovation-driven value chain,only innovation-driven achievemens significantly promote ISTU;(4)The high group of innovation-driven promotes the quantity and quality of ISA greater and more significantly than the low group;(5)The innovation-driven can significantly promote the quality of ISA in eastern,central and western regions,and it promotes the quantity of ISA in central and western regions greater than eastern region,which could balance the coordinated development of ISA in eastern,central and western regions.4.This paper tests the spatial impact of innovation-driven on ISTU through incorporating spatial correlation factors and constructing the Spatial panel Dubin Model(SDM),the results show that:(1)The innovation-driven significantly promote quantity of ISA in surrounding areas,while the promotion of quality of ISA and ISR is not significant;(2)The spatial effect decomposition shows that the indirect effect of innovation-driven on quantity of ISA and the direct effect on quality of ISA is significantly positive,and the total effect of them is also significantly positive,while the effect on ISR is not significant,which indicates that innovation-driven has only brought about the "virtual advancement" of the industrial structure,it does not actually promot ISTU;(3)Under the weight of economic distance space,innovation-driven played a positive role in promoting ISTU in areas with similar economic development;Under the weight of institutional quality space,innovation-driven significantly promote the quantity of ISA and ISR in similar areas,which affirms the positive role of economic development and institutional synergy in process of innovation-driven promoting ISTU.5.With the establishment of national high-tech zones as innovation-driven policy variable,this paper tests the effect of innovation-driven policy on ISTU through the Difference-in-Difference model(DID).The results show that:(1)The national high-tech zones significantly promote the quantity of ISA,but do not promote the quality of ISA and ISR,that is,the national high-tech zones do not promote ISTU;(2)The impact of national high-tech zones on ISTU has obvious growth cycle heterogeneity,the promotion effect of "matulre type" national high-tech zones on the quantity of ISA is more significant than the "growth type";(3)Under the two situations of "one city-one zone" and "one city-multiple zones",there is no significant difference in the impact of the national high-tech zones on ISTU,both of them can significantly promote the quantity of ISA,while inhibit the quality of ISA;(4)There is no regional difference in the impact of national high-tech zones on quality of ISA,but the national high-tech zones in eastern developed cities have no significant effect on the quantity of ISA and ISR,while in central and western less developed cities,they can promote the quantity of ISA and inhibit ISR.6.Finally,based on the previous theoretical analysis and empirical results,this paper proposes countermeasures and suggestions for innovation-driven comprehensively promoting ISTU combining the current status of China’s innovation-driven promoting ISTU and learning from relevant international experience. |
