Research On The Operation Mechanism Of China's Government Secretary System

Government secretary is not only an important part of the civil servants group in China,but also a unique auxiliary political system gradually formed under the unique Chinese national condition that shows an obvious difference from the Western civil service system.In contemporary China,over millions of people are engaged in secretarial and related writing affairs from the General Office of the State Council to the government offices of villages and towns at the grassroots level.However,so far there is still not yet systematic and comprehensive research conducted on its operation mechanism.In this dissertation,the author intends to conduct an overall research on the China's government secretary system as a subsystem or an auxiliary political system of the China's administrative system in regards to its function,effect,operation mechanism and rule in a systematic way so as to explore its historical causes and processes of the development to explicate its function,position and function and finally summarize its operation characteristics and rules.There is also a comparison study made on the job difference between government secretary system and secretaries and administrative assistants under the foreign civil service system.The paper mainly focuses on interaction and variation pattern between the administrative system and the auxiliary system.Meanwile,the theory of operational research is adopted in the scientific assessment of the effectiveness that Chinese secretaries play in assisting the national management and acting as assistant officers at all levels of the society,and offering advices and comprehensive coordination for social development.Particularly,a "diamond-like" multi-view model of the China's government secretary system is established in this paper through a large number of graphic construction and data analysis,and its three-dimensional structure analysis is helpful to determine the good role that the secretary system in playing in the development of contemporary China's economy through both vertical and lateral comparison.Furthermore,other Western management viewpoints as the compass theory are adopted in the summary of the rules and principles of China's secretarial system as well as its limitations.All the discussion,in this paper meant to put forward original insights and draw clear ideas for the standardization and scientification of China's secretarial work and its healthy development and operation.
