For a modern government to fulfill its leading role in society, it is required to maintain sufficient capability to formulate and implement policies, and to make decision-making more scientific. Enhance the effectiveness of the government is an important aspect to strengthen the capacity. As a part of the government, a tax administration system needs to obtain a clear understanding and measurement on its own personnel structure and efficiency of the status quo, so as to improve the system's effectiveness in the future, improving the efficiency, effectiveness, the effect with corresponding regulations and incentive measures. In this paper, based on the questionnaire survey we study individual and organizational factors that influence the performance of the tax system. The results obtained are of important theoretical and practical significance.This paper consists of four parts. The first part presents the concept of government performance and the status quo in research, pointing out the problems and influencing factors. The necessity of developing the tax system performance is analyzed. In the second part, the factors influencing the tax system's performance are analyzed, we find that management system is the most important factor. The third part presents the questionnaire used in Hefei, Anhui Province studying the tax system efficiency status quo. Detailed description statistics and analysis of the questionnaire is provided. In the fourth part, the personal factors and organizational factors which influencing the tax system's effectiveness are analyzed using principal components analysis and factor analysis method. We find out that personal factors can be divided into three factors: general mental outlook, work attitude and work ability. The fourth part gives a summary of this study. The main results of the study and some managerial insights are given.
