A Study On Welfare Economy Thought In Japan

Japan is a neighborhood country of China,which is an Asian and developed country with Capitalist system.Before Meiji Reform Japan has Learn from China 's political,economic social system.Its economy,culture,society and system have been deeply influenced by China.After the Meiji Reform,Japan started to learn from the western country.After World War ?,Japan has established a modern social,economic,cultural and legal system during this process.Japan has been called the world's longest life expectancy and most stable country,because of its more comprehensive and comprehensive social security system.At present,China is facing with economic and social transformation.13th Five Plan clearly The government put forward 13th Five Plan,which is aimed at social security system reform in order to establish a more fair and sustainable social security system.Pension and medical care are main reformation area,we should co-ordinate the construction of social assistance system and continue to change social security system.Therefore,we should learn some worthy and constrictive ideas in Japan's welfare economy theory.Both China and Japan have achieved great success in economy by their backward advantages.But Japan had paid high environmental cost when pursuit GDP-oriented economy development.Japan experienced economic bubble collapse and economy depression in last century early 90's.After that it faced with difficulties in economic recovery.At the same time,the huge gap between the rich and the poor in current society,aging of population,less of children,shortage of labor and many other issues have become harmful structural factor to economy and social development in Japan.In spite of China has made remarkable economy achievements due to the Reform and Opening up policy,China also is faced with similar problem and hidden trouble in Japan to some extend,because of incorrect guideline of development and Blind pursuit of economic interests.Therefore,we investigate Japan's welfare economy theory and fully understand the history and current situation of social and economic development in Japan.It will can help us to know better about the reality,think about the problems and learn from them in order to reform and adjust economic development strategy.This dissertation consist of summary,analysis part and conclusion,summary part introduced economic background,social background,ideological background and welfare system background of the welfare thought.And we review relevant literature about theoretical origin of welfare economic thought,thought of charity relief,the Japanese cultural tradition,the western social philosophy and the welfare economy thought,the Marxist thought and so on.Then we discussed the whole development of the Japanese welfare economic thought from modern to contemporary.This dissertation divided the development of Japanese welfare economic thought into three stage,such as the end of the 19th century to the end of World War ?,after World War II to 1990s and 1990s so far.We introduce each stage background of the economic and social conditions,the welfare system construction and welfare economic development.We choose fukudatokuzo.kawakamihajime?okochikazuo?kohashishoichi?okamurashigeo?tsurushigeto?maruonaomi?tachibanakitoshiaki?shionoyayuichi?hiroiyoshinori and other people's welfare economic thought as representative scholars,which stating the right to life of social policy,Marxist poverty view,understanding of social undertakings and social policies,pollution political economy welfare view,welfare of the hybrid system theory,the elderly population welfare reform,the enterprise welfare reform,welfare national economic ethics,creative welfare society concept and so on.Our understanding of Japan's welfare economy thought is not limited to several representatives of the welfare idea.By studying these ideas,we attempt to find out valuable and suitable ideas for learn from.Therefore,in conclusion,on the one hand,by analyzing the main strength of the welfare state construction in Japan,we have affirmed the contribution of national politics,labor movement and experts and scholars to the welfare system.At the same time,we have summarized the features of Japan welfare economy thought and analysised the reasons for formation of features from Japan's westernization tradition,the tradition of nationalism and he concept of home society,and we have compared the defference between Japan's welfare economic thought and Western welfare economic thought.on the other hand,we emphasize the positive effect of the Japanese welfare economic thought on the construction of social security system,the welfare legislation and solution to realistic social problems in Japan.We also realize the limitations of Japanese welfare economy theory and challenge in reality.Based on these study,this dissertation puts forward the idea of self-reliance,self-help and self-improvement to change the thinking of social security reform and learn from Japan to solve the aging population problem in our country.And we should consider the linkage among environment,welfare and economy under the current context.
