| With the further development of housing marketization reform,China's urban housing prices continue to rise.Housing system reform triggers the residents' demand for housing,including the rigid demand for housing in the process of urbanization and the housing improvement needs of the original urban population.The complex economic background and political background led to the rise in house prices far more than the purchasing power of ordinary people,so that the problems of housing security are getting worse.The public housing fund is refers to the accumulation of residents' housing consumption.The essence of the public housing fund system is to raise and use the funds for the residents to provide long-term,stable and adequate housing security funds,and allocate the public housing funds rationally to achieve the process of the optimization of housing effectiveness.Public housing fund management mode is management subject and its choice of management,which is under the influence of varieties of factors and constraints.The management subject and its management ways will change with the institutional environment and the socio-economic development.Public housing fund management mode essentially reflects the interaction and relationship between the government and the society and the marke.Whether the public housing fund belongs to the social security fund is still a certain degree of controversy.However,from the view of function,initially the public housing fund of China is established for the function of Housing loans to help each other,and gradually it is developed to supporting the construction of social housing.Public housing fund is a kind of social security fund which can be regarded as the social security system in the housing safeguard role.Public housing fund in China plays an important role in capital support of housing security system.It is an important part of social security fund.As the changes of the country's social environment and the continuous development of economic,housing market and the public housing fund system itself,the public housing fund system gradually exposed some problems in system design and operation management.Which leads to problems of the housing security function weakened,limited coverage and regional development imbalance.These problems lead to weaken the safeguard function and efficiency of public housing fund.Therefore,it is becoming increasingly important to explore how to improve the efficiency of housing fund utilization and to further expand the housing provident fund protection under the premise of continuously strengthening and enhancing the housing security function.Based on the study of the interaction between public housing fund and housing security system,this paper discusses some functions of public housing fund and its existing problems,and puts forward the idea of how to expand the public housing fund security function.The full text has seven chapters.This paper can be divided into three parts:The first part put forward for the issue of paper,including Chapter 1 and 2.Chapter 1 introduces of the research background and significance of this paper,and reviews and summarizes the content of the public housing fund at home and abroad,which comprise the premise and basis of this research.The second part is the analysis of the problem,including chapter 3,4,5.Chapter 3 analyzes the performance and reasons of the original security functions and efficiency weakening of the public housing fund system.Chapter 4 analyzes the problems existing in the public housing fund management model and the causes of problems.Chapter 5 introduces the international experience for reference of public housing financial system.The third part is the solution of the problem,including chapter6,7.According to the previous analysis and research Chapter 6 puts forward reform ideas and countermeasures of Chinese public housing fund management mode.Chapter 7 put forward the reform prospects of public housing fund management mode. |
