The Innovative Research Of China’s Housing Security Problem And Mode

Aims:To explore and give new ideas on the China’s housing security problem and modes, which is one of the heated social topics relating to people’s living quality. Methods:Domestic and overseas research findings on Public Service Equalization theory were used for reference, especially findings about designing and practicing housing security policy. The article is based on the perspective of Public Service Equalization and the principle of exploiting the advantages of China’s socialist public ownership to the full.In the critical transformation period of China’s housing security system, it’s worthy for us to learn from private ownership countries’practical experience of housing security in public service equalization.Countries with market-oriented economy and better public health have a more perfectible housing security system. This shows that, in order to alleviate society’s contradiction stable and the political situation, making citizens to live honorably, it’s the government’s duty to provide public service including systematically building up housing security structure, bringing essential housing security(especially for low-income citizens) into social security system. The benefits urge the government to enlarge the percentage of public finance in essential housing security. Simultaneously, there will be a developing trend including the followings:1. Improvement in distribution way.2. Architectural design emphasizing convenient transport and environmental friendly.3. Improving public housing’s setting and surroundings.4. Increasing comfort level and convenient level in living.China’s housing security problem is due to the imperfect reformation in housing commercialization and monetization. In the initial stage of the reformation, the institutional arrangement and top-level design had not yet systematically built to satisfy the multilevel needs. Consequently, the finance can’t afford even a simple production of housing. The initial aim was to reduce the heavy burdens of the finance via cultivating the housing market. However, things went to the opposite end and cause serious social problems. Although some low-rent housing and economically affordable housing were paid by transferring payment from the exchequer, due to the unsatisfied need and inefficient distributing supervise, many unfairness occurred. Inside the housing market, the price will often fluctuate because of the games played by different economic groups. When cultivating the housing market, the government used to rely on administrative measures such as price and purchasing limiting, introducing policies to prevent price from decreasing, rather than financial and tax methods. In the long run, this undue administrative intervention will break the rules of the market and influence the market-oriented economy negatively. Moreover, it’s going against to the original intention China’s reform and openness as well as the market-oriented-economy development.In allusion to the problem above, this article gives new ideas on the essential housing security mode with the perspective of public service equalization, following the modern public health theory. The new ideas including aspects such as the range of essential housing security, supply types, capital source, programming and development, overstory system design etc. It’s also worth pointing out that although it’s worthy to learn from foreign countries, we should depend more on our policy and economic strength to keep a balance between fairness and efficiency. Through perfecting aspects in public service equalization, especially essential housing security, every citizen can live and work happily without worries. Therefore, Chinese can all really benefit from the socialist market economic system reformation and live with dignity and honor in the modem society. In general, this consequence is of significance to build up service-oriented government as well as to realize well-to-do society in2020.
