Backward Advantages And Undertaking Capacity For Development Of Industrial Parks In Late-developing Regions

After 30-year development,C hina’s total econo mic has risen to the second of the world.However,regional development is not balanced.The social problems arising from backward economy in the late-developing regions have attracted the attention of the government and relevant research institutions.Late-development regions usually have significant late-development advantages with rich natural and human resources.It is shown that the industrial transferring can help the regions achieve rapid catch-up in short term by developing industrial parks.Backward advantages and industrial undertaking capacity are critical factors for the success of industrial parks development.Based on the existing theories and the practices in industrial parks development,this dissertation makes researches on identification of late-advantages and undertaking capacity in late-development regions.The works,hopefully,support the decision making for industrial transferring and the industrial parks development.Firstly,on the basis of analysis of the current researches on backward advantages of late-developing regions,industrial park development,industrial transferring and undertaking capacity,the definitions of regions,late-developing regions and industrial parks are given.A model is put forward for describing a region by using state features.From the aspects of natural geography,humanities,social capital,technical level,industrial structure and sustainable development,analyzes the state characteristics of region and key factors of industrial parks development.The state feature model of the late-developing region and its industrial parks is constructed and late-developing regions judgment method based on state features is given.Secondly,aiming at the problem of quantitative identification and judgment of the backward advantages of late-developing regions,the article put forward the idea that combining the experience,technology and capital of late-developing regions with the resources advantages of late-developing regions using industrial activities,so as to form the backward advantages.Therefore,the backward advantages activity model and the backward advantage of industry recognition algorithm is built;then,from the capital,technology,experience and other point of view,the backward advantage evaluation system is constructed;a potential energy expression method of backward advantage is put forward,Kano model and the gradient equation of backward advantage is established,the significance evaluation of backward advantage and case calculation is introduced.Thirdly,based on analyzing the connotation of the industrial transfer ring and undertaking capacity,the industrial parks development condition is proposed,the third-party support services pattern is built,then the undertaking form of industry transferring and organization design of service provider is given.The attributes of industrial parks,main part of undertaking capacity,the interaction between the main part and the supporting part,and the performance of undertaking capacity is studied.On this basis,undertaking capacity index system for development of industrial parks in late-developing regions is constructed,and finally the undertaking capacity calculation method is formed.With the development of Guangxi Beihai electronic information industrial parks as an example,the quantization process of undertaking capacity is given.Fourthly,after the research on backward advantage significant analysis of late-developing regions,industry identification of backward advantage,and undertaking capacity of the late-developing regions,the value evaluation method is introduced to research on the industrial parks development value evaluation of late-developing regions.By constructing the evaluation index system and value processing to the index value,the evaluation and decision-making of the industrial parks development in late-developing regions is carried out to provide decision supporting for the industrial parks development in late-developing regions.Finally,taking the Beihai industrial parks and Hainan industrial parks of China Electronics Corporation as examples,analyzing the industrial parks development process from the view of backward advantage and undertake capacity evaluation.The problems and solutions of industrial parks development are analyzed,and the suggestions of industrial parks development in late-developing regions are given.
