Under the background of information age and knowledge age,publishing enterprises are facing the enormous challenge of transformation and upgrading.The competition among enterprises is essentially the competition of talents.Editors are the foundation of publishing enterprises.Editors,an ancient profession,are endowed with new requirements and connotations of the times.New media editors need what kind of professional quality and ability,whether they can create a higher performance in the corresponding post,the previous talent evaluation system based on intellectual factors obviously can not meet the needs of modern publishing enterprises,so the theory of competency based on professional competency needs emerged and flourished.Competency model is an important theory and method to study the development and management of new human resources.It provides a new perspective and an effective tool for human resources management practice.Comparing with other fields,there are few theoretical studies on editorial competence in China,especially on new media editorial competence.Therefore,this paper,for the first time,combines foreign advanced human resource management theory with domestic new media editing practice,creatively constructs a new media editing competency model in China,which provides a solid theoretical basis and model foundation for the follow-up study.Competency research has always been a hot topic in the industry.Over the past few decades,foreign scholars have fully explored the competency theory,model construction,application and practice,and achieved a lot of outstanding results.However,there are few researches about the competency of editors in China,especially the competency of new media editors in China.Publishing industry is an important part of cultural industry and information industry,shouldering the social responsibility of cultural heritage and cultural orientation.Human resources are the most precious,basic and decisive resources for the survival and development of publishing industry.The strategy of editing and publishing talents has been integrated into the overall planning of the transformation and upgrading of the national press and publishing industry.New media editors are an important part of the whole publishing work,and also the core force of human resources in the publishing industry.The improvement of their editorial ability and quality directly affects the transformation and upgrading of the publishing industry.Therefore,it is an urgent research topic to construct a new media editor competency model suitable for the development of the times and make it play an effective role in the human resource management practice of editors in publishing enterprises.Based on the theories of competency,job analysis and new media literacy,this paper combines the current situation of the publishing industry and the new media editing work in China,collects and analyzes the original data through questionnaires,and constructs the new media editing competency model by combining qualitative and quantitative methods.And verify it.Then,combined with the current practice of human resource management of new media editors in publishing enterprises,practical applications are studied in the aspects of recruitment and selection,performance management,business training,career planning and personnel inventoryThis paper finds that the competency model of media editor consists of 3 dimensions and 18 competency characteristics.The three dimensions are personality traits and professional qualities,professional competence and new media literacy.Among them,personality traits and professional qualities consist of nine competency characteristics,namely,persistence,stress resistance,sense of achievement,attention to detail,self-control,flexibility,honesty and reliability,active listening,and active learning.Professional competence consists of six competencies:oral comprehension,creative thinking,written expression,production and promotion,extensive research,leadership.New media literacy includes three competency characteristics,namely,new media technology,new media quality control ability,new media content processing and production ability.The competency model of digital publishing and editing consists of 3 dimensions and 13 competency characteristics.The three dimensions are personality traits and professional qualities,professional competence and new media literacy.Among them,personality traits and professional qualities include six competency characteristics:active learning,information organization ability,active listening,critical thinking,time management,honesty and reliability.Professional competence consists of four competency characteristics:oral comprehension,imagination,creative thinking and written expression.New media literacy includes three competency characteristics,namely,new media technology,new media quality control and new media content processing and production capabilities.The competency model of online editing consists of 3 dimensions and 11 competency characteristics.The three dimensions are professional quality,personality traits and new media literacy.Professional quality includes 4 elements of competency:leadership,coordination,time management and initiative.Personality traits consist of 4 competency elements:self control,stress resistance,persistence and achievement.New media literacy includes three competency characteristics,namely,new media technology,new media quality control and new media content processing and production capabilities.This paper argues that the competency-based human resource management system can take the ability development as the core,and transform the modern management concepts such as organizational vision,values,corporate culture,business strategy into the behavior habits of every employee truly and effectively.The New Media Editor competency model can play an important role in recruitment and selection,staff training,performance management,career planning,organizational talent inventory and so on.The competency model of new media editors can run through every link of human resource management activities of new media editors in publishing enterprises.It provides a powerful basis and technical tools for pre-service education and evaluation of new media editors in publishing enterprises,talent selection and training,career planning and design,post assessment and incentive,and organizational talent inventory.It has become a new
