Since the Eighteenth National Congress of the CPC,the CPC Central Committee,with General Secretary Xi Jinping as its core,has attached great importance to the reform and innovation of Ideological and political theory courses.At the symposium of teachers of ideological and political theory course held on March 18,2019,General Secretary Xi Jinping put forward "eight principles of unity" for the innovative development of ideological and political theory course,"six standards"for the teachers of ideological and political theory course,and provided an endless stream of theoretical impetus and spiritual guidance for the future development of ideological and political theory courses in China.The ideological and political theory course in colleges and universities is the main position and channel of ideological and political education in colleges and universities.It is of great practical significance to publicize Marxist thought,promote the sinicization,modernization and popularization of Marxism,and provide strong support for the effective implementation of the task of establishing morality and cultivating qualified builders and reliable successors of socialism with Chinese characteristics.Teaching evaluation is an important way to evaluate the teaching effectiveness of ideological and political theory course in colleges and universities.Constructing a scientific evaluation index system of Ideological and political theory course will not only help to achieve the goal of educating all the students for the whole process and from all aspects,but also provide guidance and fundamental guarantee for the teaching level and course construction of ideological and political theory course in colleges and universities.In order to construct a scientific and effective teaching evaluation index system of ideological and political theory course in colleges and universities,this paper proceeds from reality with the top-level design as the focus,using the analytic hierarchy process,expert interviews and questionnaire survey method to design the overall teaching evaluation index system.This paper first outlines the basic concepts of the teaching evaluation index system of ideological and political theory courses in colleges and universities and the functions,characteristics and theories of the construction of the teaching evaluation index system.Secondly,the elements of teaching evaluation index are discussed from six aspects,including teaching design evaluation index,teaching organization evaluation index,teaching effect evaluation index,teaching management evaluation index,teaching research and achievements evaluation index and characteristics and innovation evaluation index.On the basis of the investigation of four high-level universities,the overall design of the evaluation index system of ideological and political theory course in colleges and universities is carried out,which involves the selection of teaching evaluation index,frame structure and weight determination.Thirdly,it describes in detail the main problems existing in the evaluation index system of ideological and political theory course in colleges and universities,and reveals the essential reasons behind them.Finally,the evaluation index system of ideological and political theory teaching in 81 universities in Heilongjiang Province is empirically analyzed.The results show that the evaluation model has high applicability,and there are no significant differences in the index system and index weight among different types of universities.On the basis of comparative analysis of the differences among high-level universities,ordinary undergraduate colleges and higher vocational colleges,In view of the three types of colleges and universities,this paper puts forward suggestions on the improvement of ideological and political theory teaching and its application in colleges and universities across the province.
